About this file
This document is a Question and Answer (Q&A) document related to Request for Proposal (RFP) #34748, S-73000-00000192 for Regional Facility HVAC Upgrades: Regions 3, 4 and 5 issued by the Oregon Department of Transportation (ODOT). The project involves HVAC upgrades for three unique facilities located in Marion County and the City of Salem. The RFP does not allow for a design-build proposal, and the selected consultant will be precluded from bidding on the construction phase of the project. Commissioning services may be added to the contract at a later time, but are not part of the base contract currently. ODOT is considering a phased approach to construction based on cost, but the initial design is expected to be completed concurrently for all three facilities.
The RFP does not mention any pricing terms, set-asides, incumbents, funding requirements or sources. The Q&A document focuses on clarifying the scope of services, procurement methods, and contracting approach for this project.

Questions and Answers
RFP #34748, S-73000-00000192
This Question and Answer document provides clarifications and interpretations but does not change RFP requirements.
QUESTIONS AND ANSWERS:
Question 1: Would ODOT consider and accept a design-build proposal response?
Answer: No, design build is not being considered for this Project.
Question 2: Is the selected consultant prevented or disqualified from bidding on any future work that is a direct result from the efforts of this contract?
Answer: Part of the scope for this project is developing construction documents, providing bidding support, and construction observations. The Services will preclude the design firm from being able to bid on the construction phase of this project.
Question 3: If energy is a concern, was Guaranteed Savings through the State of Oregon Energy Savings Performance Contracting considered as a different form of procurement?
Answer: The Agency considered using an ESCO procurement vehicle on this project, however after reviewing the process, scope of the project, and other internal factors, determined not to use the ESCO process.
Question 4: Commissioning is listed as a required service for these projects, does the proposer need to include a commissioning firm in their proposal or will commissioning services be procured through a separate RFQ? Follow up question, will ODOT allow the same firm to provide design and commissioning for the facilities?
Answer: Commissioning is listed in the project overview as an option that could be added later as determined by the Agency. Currently it is not anticipated to be a part of the base contract. If commissioning is needed, Agency may elect to add those services to this contract, or procure them through a separate process.
Question 5: Is the agency open to phasing the projects if completed within the 6 year time span?
Answer: Cost is a concern for this project. At this time, the Agency is looking for the design to be done for all 3 facilities concurrently, however construction cost estimates may change this approach.
Question 6: Will there be one design package or one for each facility?
Answer: Since each of these buildings are unique, there will be separate design packages for each facility.
