About this file
This is an Invitation to Bid (ITB) specification document issued by the Tennessee Department of Military through the Central Procurement Office for a comprehensive barrack furniture procurement contract. The solicitation seeks qualified contractors to provide Army barrack furniture and products for three military facilities located in Smyrna, Tullahoma, and Milan, Tennessee. The procurement encompasses bedroom furniture items including single metal beds, mattresses, headboards, nightstands, and armoires; laundry appliances such as washers and dryers; storage units including under-bed chests and mini refrigerators; and seating furniture across all three locations, with estimated quantities of 192 beds and mattresses for Smyrna, 56 beds and mattresses for Tullahoma, and 140 beds with connector sets for Milan. The contract is structured as a thirty-six-month initial term with two optional one-year renewal periods, not to exceed sixty months total. Contractors must provide ninety-day delivery from order placement, professional installation services, complete removal of all shipping packaging, and maintain a twelve-month manufacturer's warranty covering all materials, labor, and replacement or repair costs. All proposed products must meet state specifications and have a minimum of two years of commercial or industrial use history under similar circumstances, and contractors may include specialty and custom furniture options through a manufacturer or reseller catalog.
Pricing shall be submitted on an F.O.B. destination basis including all delivery and installation costs, excluding state and local taxes, with the State of Tennessee exempt from excise taxes. Recommended manufacturers include American Bedding and Ashley. Contractors must register with the Tennessee Edison Supplier Portal and the Tennessee Department of Revenue, maintain workers' compensation insurance with minimum limits of $1,000,000, carry commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and provide automobile liability insurance of $1,000,000 per occurrence. Bidders must comply with federal requirements including the Federal Funding Accountability and Transparency Act, Buy America provisions, and prohibitions on covered telecommunications equipment, and must attest to debarment status and absence of prior fraud convictions or criminal charges. The estimated liability does not exceed $400,000, though no minimum purchase quantities are guaranteed and the contract is subject to appropriation and availability of state or federal funds. Mandatory on-site inspections at all three facilities are required prior to bid submission to conduct exact measurements and examine premises, with no allowances for measurement errors. Award is anticipated to the lowest-cost responsive and responsible bidder meeting all ITB requirements, with contract effectiveness beginning April 1, 2026.
