About this file

This is an Invitation to Bid (ITB) specification document issued by the Tennessee Department of Military for barrack furniture procurement. The contract seeks to establish a supplier relationship for Army barrack furniture and related products to be delivered to three Tennessee facilities: VTS-Smyrna (680 Fitzhugh Boulevard, Smyrna), VTS-Tullahoma (400 Industrial Boulevard, Tullahoma), and VTS-Milan (325 Arsenal Lane, Lavinia). The initial contract term is thirty-six months with two optional annual renewals available, not to exceed sixty months total, allowing for ongoing purchases as needed by the Army. The contractor must provide a manufacturer or reseller catalog that includes specialty and custom furniture options within specified line items. All furniture products must be sourced from manufacturers regularly engaged in commercial production and must have been in commercial or industrial use under similar circumstances for a minimum of two years prior to procurement approval.

The contractor is responsible for ninety-day delivery, professional installation, removal of all shipping packaging, and provision of a twelve-month manufacturer's warranty covering materials, labor, and all replacement or repair costs. The warranty covers structural failures (including deflection exceeding specified tolerances), faulty hardware operation, and deterioration of metals and finishes beyond normal use. All materials and equipment must meet or exceed state specifications and be properly protected during storage and acceptance. The specification document recommends qualified manufacturers including American Bedding and Ashley, though equivalent manufacturers may be proposed. Bidders must submit documentation demonstrating that proposed products meet state requirements, and all bid submissions must include the accompanying product bid spreadsheet with detailed furniture and product specifications.
