About this file
This is a compliance matrix document for the Tennessee Emergency Management Agency (TEMA) Event 34101-137 Restroom Trailer procurement. TEMA is seeking to procure two restroom trailers and two shower/laundry trailers for emergency and disaster response operations in Davidson County, Tennessee. The compliance matrix is structured to evaluate vendor products against five primary requirement categories: General Requirements, Compliance & Safety, Restrooms Stations, Fresh Water & Waste Systems, and Mechanical & Utility Systems. Vendors must indicate whether their products "Meet" or "Exceed" each specified requirement, with detailed notes or supporting documentation required for any claims of exceeding state requirements. A pre-response conference is scheduled for November 21, 2025, at 9:30 AM Central Time via Microsoft Teams, with written questions due by December 1, 2025, at 2:00 PM Central. Responses must be submitted through the EDISON procurement system by December 8, 2025, at 2:00 PM Central, with all deliveries to be completed by November 1, 2025. The initial contract term is twelve months with an option to extend an additional 180 days under the same terms and conditions.
Restroom trailers must comply with DOT, RVIA, ANSI, and NEC standards and include comprehensive facilities with multiple stations, fresh water and waste systems, and safety compliance features. Shower/laundry trailers must feature six shower stations, six sinks, six mirrors, two stackable washer/dryer units, 200-gallon fresh water tanks, 1,000-gallon waste tanks, and dual 15,000 BTU air conditioning units. The maximum contract liability is $210,000 for restroom trailers and $330,000 for shower/laundry trailers, with all prices F.O.B. destination including delivery. The state is exempt from local, state, and federal excise taxes. Vendors must be registered with the State of Tennessee Supplier Portal and the Tennessee Department of Revenue, and must maintain workers' compensation, commercial general liability, and automobile liability insurance. The state reserves the right to award a single contract to the lowest-cost responsive bidder or separate contracts for each line item.
