About this file
This document is an addendum related to a Request for Proposals (RFP) issued by the Texas Health and Human Services Commission (HHSC) for storage, order fulfillment, and distribution services. The RFP seeks a qualified contractor to provide a storage facility or warehouse space, fulfill order requests, and distribute items throughout Texas. The solicitation includes details on a pre-proposal conference, key dates such as the deadline for submitting questions and the response due date, and the anticipated contract start date of August 2024. The contract covers multiple jurisdictions within the state of Texas, including Travis County and the city of Austin.
The RFP outlines pricing for various services, including order processing, order fulfillment and packaging, and handling fees. It also provides historical information on kitting services, noting that HHSC's WIC program has an average of 250 kits per year with 8 items per kit. The pricing structure and quantities provided are for evaluation purposes only.

1.
Exhibit K, Cost Proposal RFP Section 2.1.2 (g) RFP, Section 2.1.2 (h) RFP, Section 2.1.4 (b)(c) (h)
Related to the three components to cost an order – can you confirm the below?
a. Order Processing Fee: The unit of measure is “per unit” – is a unit an order and this is a per order fee to cover pick ticket and order processing?
b. Order Fulfillment and Packaging Fee: The unit of measure is “per order” but since the quantity is larger than (a) above, is the unit of measure actual a carton? So, there are 4.3 (1,300 divided by 300) cartons per order? And this fee covers the pack and ship process?
c. Handling Fee: The unit of measure is “per order” but since the quantity is larger than (b) above per order, is this per order line and covers the picking?
a. For the order processing fee, refer to RFP Section 2.1.2 (g), Contractor shall bill order processing, that includes the printing labels and administration duties associated with processing, as one order processing fee.
b. This covers the pack and ship process when the warehouse uses the inventory received to fulfill an order for an individual HHS customer. Order fulfillment and packaging includes two costs.
For the shipping fee, see RFP Section 2.1.4 (b). For the fee associated with packaging and processing an individual package, see RFP Section 2.1.4 (c).
Note: Shipments come into the warehouse in large quantities
(e.g. on a pallet). Materials are shipped out to individual customers in smaller quantities. The quantities used on the cost proposal are estimates for evaluation purposes only.
c. Yes, pulling inventory item by SKU covers picking. For the handling fee, refer to RFP, Section 2.1.2 (h).
Note: The quantities used on the cost proposal are estimate for cost proposal evaluation purposes only.

2. RFP Section 2.1.4
Kitting – the unit of measure is “per item”, is an item a component within a kit or the finished kit? Not knowing the components of a kit, this will be difficult to accurately cost.
Historically, HHSC WIC has had one project per year that require kitting. On average there are 250 kits with eight items per kit.
Historically, the kitting items have been marketing and promotional items, such as pamphlets. The unit of measure is per item. Refer to
RFP, Section 2.1.4 (h).
