About this file
This document is an addendum related to a Request for Proposals (RFP) issued by the Texas Health and Human Services Commission (HHSC) for Storage, Order Fulfillment and Distribution Services. The RFP seeks a qualified contractor to provide a storage facility or warehouse space to store supplies and equipment, fulfill order requests, and distribute items throughout Texas. The pre-proposal conference was held on February 6, 2024, and the deadline for submitting proposals is March 8, 2024, at 10:30 a.m. Central Time. Site visits are anticipated to be conducted in April 2024, and the anticipated notice of award and contract start date are July 2024 and August 2024, respectively.
The RFP requires the submission of a compliant Historically Underutilized Business (HUB) Subcontracting Plan (HSP). If a respondent fails to provide a compliant HSP, they will be disqualified. The responses with compliant HSPs will be consistently evaluated and scored in accordance with the criteria listed in the RFP. There is an incumbent contractor for this requirement, and the RFP is not a HUBZone set-aside.

Section 3.4 Pre- Proposal Conference
Is the organizer experiencing technical issues?
I’m attempting to join the webinar for RFP HHS013588.
Could you please let me know if it is live or if there are any delays?
I’ve been in the waiting room for the webinar for 10 minutes…is the webinar still going to take place?
I registered and am attempting to join the webinar but it is stating the webinar will being when the organizer arrives. I just want to verify I am in the right place and there is just a delay. Please advise at your earliest convenience. Thank you for your time and have a good day!
I had issues getting into the webinar yesterday. Is there any information that you are able to share with me? I would greatly appreciate it.
We were experiencing technical difficulties prior to the pre-proposal conference on February 6, 2024, at 2:30 p.m.
However, the pre-proposal conference was held and completed.
The pre-proposal conference materials and link to the recorded webinar were posted on ESBD, as addendum 2.
