About this file
This document contains questions and answers (Q&As) related to a Request for Proposal (RFP) issued by the Texas Health and Human Services Commission (HHSC) for Storage, Order Fulfillment and Distribution Services (Solicitation Number: HHS0013588). The RFP seeks a qualified contractor to provide storage, order fulfillment, and distribution services across Texas. The pre-proposal conference was held on February 6, 2024, and the deadline for submitting responses is March 8, 2024, at 10:30 a.m. Central Time. The evaluation period is scheduled for March/April 2024, with an anticipated notice of award in July 2024 and a contract start date in August 2024. The RFP requires a compliant Historically Underutilized Business (HUB) Subcontracting Plan (HSP) to be included in the response, and failure to submit a compliant HSP will result in disqualification. There is an incumbent contractor for this requirement.
The RFP does not set aside the procurement for HUBZone businesses, as the HUBZone program is a federal initiative, while the HSP is a state of Texas requirement. The scoring criteria for the RFP will be consistently applied to responses that include a compliant HSP, as outlined in the Evaluation Tool (Exhibit J).

Is the organizer experiencing technical issues?
I’m attempting to join the webinar for RFP HHS013588.

I’ve been in the waiting room for the webinar for 10 minutes…is the webinar still going to take place?
I registered and am attempting to join the webinar but it is stating the webinar will being when the organizer arrives. I just want to verify I am in the right place and there is just a delay. Please advise at your earliest convenience. Thank you for your time and have a good day!
I had issues getting into the webinar yesterday. Is there any information that you are able to share with me? I would greatly appreciate it.
We were experiencing technical difficulties prior to the pre-proposal conference on February 6, 2024, at 2:30 p.m.
However, the pre-proposal conference was held and completed.
The pre-proposal conference materials and link to the recorded webinar were posted on ESBD, as addendum 2.
