About this file

This document is an addendum to the Request for Proposals (RFP) for Storage, Order Fulfillment and Distribution Services issued by the Texas Health and Human Services Commission (HHSC). The scope of work requires the contractor to provide a storage facility or warehouse space to store supplies and equipment, fulfill order requests, and distribute items throughout Texas. The RFP includes a pre-proposal conference on February 6, 2024, a deadline for submitting questions on February 12, 2024, and a deadline for submission of proposals on March 8, 2024. HHSC plans to conduct site visits in April 2024 and anticipates awarding the contract in July 2024 with a contract start date in August 2024.

The RFP provides details on the pricing structure, including an order processing fee, order fulfillment and packaging fee, and handling fee. The RFP also includes information on kitting, with a unit of measure of "per item". HHSC notes that historically, their WIC program has had one kitting project per year, on average 250 kits with 8 items per kit, consisting of marketing and promotional materials.

Solicitation Title: Storage, Order Fulfillment and Distribution Services

Solicitation Number: HHS0013588

# Reference Question Response

1.

Exhibit K, Cost Proposal RFP Section 2.1.2 (g) RFP, Section 2.1.2 (h) RFP, Section 2.1.4 (b)(c) (h)

Related to the three components to cost an order – can you confirm the below?

a. Order Processing Fee: The unit of measure is “per unit” – is a unit an order and this is a per order fee to cover pick ticket and order processing?

b. Order Fulfillment and Packaging Fee: The unit of measure is “per order” but since the quantity is larger than (a) above, is the unit of measure actual a carton? So, there are 4.3 (1,300 divided by 300) cartons per order? And this fee covers the pack and ship process?

c. Handling Fee: The unit of measure is “per order” but since the quantity is larger than (b) above per order, is this per order line and covers the picking?

a. For the order processing fee, refer to RFP Section 2.1.2 (g), Contractor shall bill order processing, that includes the printing labels and administration duties associated with processing, as one order processing fee.

b. This covers the pack and ship process when the warehouse uses the inventory received to fulfill an order for an individual HHS customer. Order fulfillment and packaging includes two costs.

For the shipping fee, see RFP Section 2.1.4 (b). For the fee associated with packaging and processing an individual package, see RFP Section 2.1.4 (c).

Note: Shipments come into the warehouse in large quantities

(e.g. on a pallet). Materials are shipped out to individual customers in smaller quantities. The quantities used on the cost proposal are estimates for evaluation purposes only.

c. Yes, pulling inventory item by SKU covers picking. For the handling fee, refer to RFP, Section 2.1.2 (h).

Note: The quantities used on the cost proposal are estimate for cost proposal evaluation purposes only.

2. RFP Section 2.1.4

Kitting – the unit of measure is “per item”, is an item a component within a kit or the finished kit? Not knowing the components of a kit, this will be difficult to accurately cost.

Historically, HHSC WIC has had one project per year that require kitting. On average there are 250 kits with eight items per kit.

Historically, the kitting items have been marketing and promotional items, such as pamphlets. The unit of measure is per item. Refer to

RFP, Section 2.1.4 (h).
