About this file
This document is a Request for Proposals (RFP) issued by the Texas Department of Motor Vehicles (TxDMV) for the secure production, printing, and delivery of Texas Certificate of Title (Form 30-C), Certified Copy of Texas Certificate of Title (Form 30-CCO), Texas Salvage Vehicle Title (Form VTR-222-S), and Texas Nonrepairable Vehicle Title (Form VTR-222-NR). The RFP covers jurisdictions in Travis County and the City of Austin, Texas. Vendors must provide samples of all four title types to demonstrate consistent security features. Initial delivery of the forms is required between September and October 2024. The RFP outlines detailed specifications for the forms, including paper stock, security features, ink coloring, and numbering requirements.
The RFP does not specify pricing terms or set-asides. It notes that TxDMV may perform random sample testing and reject shipments that do not conform to specifications. The RFP also addresses potential delivery challenges due to construction activities at TxDMV headquarters. Vendors are advised to coordinate delivery timing and arrangements with the TxDMV Contract Monitor.

4.2 Sample Testing – Post Award
TxDMV may perform random sample testing. This sample may be pulled from each shipment or lot.
The sample must conform to the item specifications of this Solicitation. If a sample does not conform to the specifications, TxDMV may reject the shipment or lot and return or dispose of it at the Contractor’s expense.
Pre-Production samples (of all forms at no cost) for testing by July 1st?? It says we can't proceed with printing until these tests approved. Is this part of an order or a separate run?
The question does not relate to Section 4.2 as cited. Answer addresses Section 4.1.2 which relates to the question. This would be a separate run. Per Section 4.1.2.c: Printing and shipment must not commence until the Contractor has received written approval from TxDMV stating that the pre-production sample forms have passed inspection.
