About this file

This is a Request for Proposals (RFP) issued by the Texas Department of Motor Vehicles (TxDMV) to provide secure production, printing, and delivery of various vehicle title forms, including the Texas Certificate of Title (Form 30-C), Certified Copy of Texas Certificate of Title (Form 30-CCO), Texas Salvage Vehicle Title (Form VTR-222-S), and Texas Nonrepairable Vehicle Title (Form VTR-222-NR). The RFP outlines the estimated annual quantities for each form, which range from 30,000 to 6,400,000 forms. The contract requires the selected contractor to design, print, and deliver the forms in accordance with strict security specifications, including the use of security features, watermarks, and consecutive numbering. The contract term is not specified, but the RFP indicates that the initial delivery must be received between September and October 2024.

The RFP provides detailed specifications for the forms, including dimensions, perforations, ink coloring, packaging, and delivery requirements. It also outlines security measures for the printing process and shipping procedures. Pricing for the forms must be provided on a statewide delivery basis, which includes all shipping, handling, and fuel surcharges. The RFP does not mention any set-asides or incumbent contractors, and it does not specify the funding source or requirements.

Initially, the Contractor will print and deliver the Deliverables according to the specifications provided in this Solicitation and as per the samples provided in Attachment D of the Solicitation, with the exception that upon the award of the Contract, the Contractor will collaborate with

TxDMV to revise some of the pre-printed content, the possibility of modifying the type of watermark used and including additional security features that do not result in programmatic changes to the department’s systems.

At a later date within the Contract period, Contractor will collaborate with TxDMV to design new

“8 ½ x 11” forms, which may include, but are not limited to, a new form layout, watermark, as well as the addition of enhanced security features. This process will include providing new proofs of the redesigned forms and providing sufficient quantities of replica samples of each form for department programming changes and test printing.

2. TxDMV Responsibilities

2.1 TxDMV agrees to designate a TxDMV Contract Monitor that is authorized to administer activities that include, but are not limited to, non-legal notices, consents, approval, inspections, requests, or other general communications provided for or permitted under the

Subcontractor. Any negative background checks, in TxDMV’s sole and absolute discretion, may result in disqualification of the Contractor’s employee and/or Subcontractor. Reference

Section KK of Attachment B of the Solicitation for additional background check requirements.
