About this file
This document is a Subcontracting Plan instruction guide issued by the Texas Facilities Commission (TFC) Office of Business Opportunities that establishes requirements for respondents bidding on state contracts. The instructions outline two primary compliance methods: self-performing, in which respondents fulfill the entire contract scope using their own employees, supplies, materials, and equipment, and good faith effort solicitation, which requires respondents to solicit a minimum of two VetHUB (Veteran Heroes United in Business) certified subcontractors for each identified subcontracting opportunity with a minimum seven-business-day response period before plan submission. All respondents, regardless of certification status, must submit a completed Subcontracting Plan by the posted solicitation deadline. The plan must include respondent information with legal company name, Texas Vendor ID, and certification status; a declaration of the selected compliance method; detailed descriptions of all subcontracting opportunities with corresponding NIGP codes and estimated percentages of contract value; and supporting documentation of good faith solicitation efforts, including timestamped emails and notification forms sent to VetHUBs.
Incomplete or non-compliant Subcontracting Plans, including those missing signatures, required supporting documentation, or evidence of good faith effort, will result in disqualification from the solicitation. The TFC Office of Business Opportunities offers a courtesy review service for plans submitted no later than three business days before the solicitation deadline, with requests directed to opportunities@tfc.texas.gov. Contact information is provided for the Office of Business Opportunities staff, including Director Elton Price and Program Coordinators. Respondents unable to identify two VetHUBs for a determined scope may expand their NIGP Code category or contact the TFC Office of Business Opportunities for assistance. Additional resources available to vendors include the Centralized Master Bidders List, the VetHUB directory, and the TFC vendor portal.
