About this file
This is an Attachment D Quick Information guide issued by the Texas Facilities Commission (TFC) for the RFP for Air Filter Changing Services (Solicitation No. 0007993). The document provides guidance to awarded respondents on Historically Underutilized Business (HUB) subcontracting plan requirements and compliance procedures. The attachment clarifies two approaches for maintaining subcontracting plans: a Master Subcontracting Plan (SP) listing all potential subcontractors and suppliers for the contract term, or individual SPs submitted in B2G for each service requested by TFC. Award respondents must revise their SP when increasing awarded dollar amounts to existing subcontractors or suppliers, adding new subcontractors or suppliers not previously listed, or when additional scope requiring subcontracting is needed.
Award respondents are required to maintain their HUB Subcontracting Plan for the life of the contract in accordance with Texas Administrative Code Title 34, Part 1, Chapter 20, Subchapter D, Division 1, Rule 20.285 and TFC HUB policies and procedures. A Progress Assessment Report (PAR) must be submitted with each invoice and must reflect the current SP; this requirement applies to all compliance methods. The document indicates that audits will be conducted, during which notices will be sent to subcontractors and suppliers used for services to confirm that payment has been made to them. The SP should include any potential subcontractors and suppliers used to perform services, purchase non-inventory supplies, or rent equipment, with emphasis on adding vendors used on a regular basis.
