About this file

This attachment provides operational instructions for carbon box and washable filter components related to air filter changing services in Texas. The document serves as a technical guide for the installation, maintenance, and care of reusable filter systems that contractors may utilize in fulfilling air filter service contracts. The instructions detail the specific procedures for handling carbon boxes and washable filters, which are components designed to reduce replacement frequency and operational costs compared to disposable filter alternatives. These instructions are intended to ensure proper functionality and longevity of the filter systems while maintaining air quality standards across the facilities served under the RFP for Air Filter Changing Services.

The document focuses on best practices for filter maintenance and reuse protocols that bidders and service providers should understand and implement. By providing clear technical guidance on carbon box and washable filter care, the attachment establishes performance expectations and operational standards that successful contractors must meet. This emphasis on reusable filter systems suggests an environmental or cost-efficiency consideration in the procurement process, indicating that the state agency values sustainable practices and reduced waste in its air filtration services.

C. Packaging & Disposal ☐ Place spent carbon into approved containers:

☐ Sealed bags ☐ Approved drums

☐ Ensure containers are:

☐ Properly sealed ☐ Free of leaks

☐ Transport to designated waste area ☐ Do NOT dispose in any State facility dumpster

D. Housing Cleaning (Pre-Reload) ☐ Vacuum and clean interior housing ☐ Remove all remaining dust and debris ☐ Inspect and clean:

☐ Screens / grates ☐ Seals and gaskets

☐ Verify housing is clean, dry, and free of contaminants

E. New Carbon Installation ☐ Verify correct carbon type and quantity ☐ Load new carbon evenly into housing ☐ Ensure:

☐ Uniform bed depth ☐ No voids or channeling ☐ No overfilling

☐ Level carbon surface as required

F. Reassembly & Startup ☐ Reinstall screens / retainers ☐ Close and seal housing ☐ Restore system to service ☐ Verify:

☐ Proper airflow ☐ No leaks or bypass ☐ Acceptable pressure drop

SECTION 2: CLEANING WASHABLE HVAC FILTERS

A. Safety & Preparation ☐ Shut down HVAC unit at thermostat or disconnect ☐ Apply LOTO (if required) ☐ PPE in place:

☐ Safety glasses ☐ Gloves ☐ Dust mask (if heavy loading)

☐ Confirm system is OFF before removal

B. Removal & Inspection ☐ Remove filter carefully (do not bend frame) ☐ Inspect for:

☐ Tears, holes, or loose mesh ☐ Bent frames ☐ Heavy grease buildup

☐ If damaged → Replace (do not clean)

H. Restrictions & Best Practices ☐ Only clean filters labeled washable/reusable ☐ Do NOT wash:

☐ Fiberglass filters ☐ Pleated disposable filters

☐ Never:

• ☐ Use high-pressure water

• ☐ Use harsh chemicals

• ☐ Reinstall damp filters

☐ If airflow does not improve after cleaning → Replace filter

Notes for Technicians

• Pre-filters should be maintained regularly to protect downstream components

• Carbon filters are not reusable media—replacement is required when saturated

• Maintain housekeeping in all work areas to avoid IAQ issues
