About this file

This is an Addendum of Solicitation (Addendum No. A-003) issued by the Texas Juvenile Justice Department (TJJD) for RFP #644-26-021326 regarding the Evins Control Panel and Sally Port Replacement project at the Evins State Juvenile Correctional Facility in Edinburg, Texas. The addendum, effective May 22, 2026, provides responses to vendor questions submitted during the bidding process and clarifies critical project specifications. Key specifications include replacement of a Southern Steel model 1050SD-RD visitor gate lock and door locks operating at 120V, with the owner providing all key cores, cylinders, and keys. The control panel dimensions are approximately 19" W x 14" H, with a 24" W x 24" H x 24" D working area for relay locations. The facility operates twenty-four hours daily with approximately 1,000 door openings and 200 gate openings per day. The project requires an interlock override switch located on the control panel inside the south-east door to override the secondary door. All door position switches must be replaced, with voltage and specific types dependent on manufacturer preference. Relay voltage may be either 24VDC or 120VAC at the contractor's discretion. Installation may occur during regular business hours but can be scheduled after hours depending on facility management approval. The addendum emphasizes that all oral responses are non-binding and that changes to the solicitation will only be made via addendum.

The addendum does not contain pricing information, set-asides, or funding details, as it solely addresses technical clarifications and vendor questions. Contractors must acknowledge receipt of the addendum prior to the proposal submission deadline by completing the form, acknowledging receipt on each offer copy, or submitting a separate letter referencing the solicitation and addendum numbers. Failure to acknowledge receipt may result in offer rejection. The document specifies that the owner will provide photographic documentation of current panel conditions, relay locations, and door configurations to support the bidding process. All responses were derived from owner coordination meetings and reflect the facility's requirements for a fully functional replacement system.

• Did you get enough vendors to attend the site visit? Yes.

• I was out of town unexpectedly and missed the dates. Is there a chance to see the site to place a bid? No, not currently.

• Where are relays located? DBR Response – Under the control panel. See Images 1 and 3 below.

• Can we please have specifications on locks that need to be replaced including voltage? Visitor Gate Southern Steel model 1050SD-RD. Locks for doors on the building see Image 6.

• What is the voltage of the existing locks? DBR Response – 120V

• Do you require new key cylinders for replacement locks with new keys? (If you remove lock cover plate there is a tag on lock with lock type, lock voltage, and job # which will tell you the key # if this key is used in another location that you wish to keep, supplier can replace key cylinders and retain original keying.) DBR Response – Owner will provide cores/cylinders and keys.

• What is the voltage of the relays 24vdc…120vac. Can we get a picture of the relays? DBR Response – Relay voltage will depend on manufacture preference. Either is acceptable. See Images 1 and 3 below.

• On the old panel there is an interlock override switch; new panel does not show one. Does this mean you are deleting the interlock override? DBR Response – Interlock override switch will be required.

• If you are deleting the interlock override, does this mean you wish to be able open any door / gate consecutively at will or remain traditional when any door / gate is open, no other door / gate can be opened unless preceding door / gate is closed. DBR Response – not applicable. See response to the answer to last question above.

• If you wish to have an interlock override switch or key switch where it should be located and which door / gate should it override. DBR Response – Will need to be located on the control panel. Inside south-east door. Override secondary door.

• If contract is awarded does facility prefer replacement occur during regular business hours or after hours when no traffic will occur? If we replace during regular business hours and individuals are coming and going this greatly extends installation time and frustration and may increase installation time. The gatehouse is ran 24hrs a day and has traffic at all hours of day. It is preferred during regular hours but may be allow to work after regular hours depending on facility management and staffing availability.

• Rough estimate, how many times in a 24-hour day are

• Doors opened DPR Response - Approximately 1000/day

• Gates opened DPR Response - Approximately 200/day
