About this file
This is Addendum 2 to a Request for Proposals issued by Integral Care, the local mental health and intellectual/developmental disability authority for Travis County, Texas, for general and specialty property management services. The RFP, designated IC-RFP-2026-005, was originally issued on April 2, 2026, and seeks to procure property management services for a diverse housing portfolio consisting of scattered-site properties, HUD 811 units, and Permanent Supportive Housing (PSH) communities. The procurement permits proposers to bid on one or both of two distinct scopes: Scope 1 for traditional property management of affordable housing properties and Scope 2 for specialty property management of PSH with enhanced integrated approaches including 24/7 on-site coverage and supportive services coordination. Up to two contracts are anticipated to be awarded with a commencement date of approximately May 1, 2026, consisting of an initial three-year term with two optional one-year renewal periods for a maximum five-year contract term. This Addendum 2 extends the original proposal submission deadline from April 21, 2026, at 5:00 PM CDT to April 27, 2026, at 5:00 PM CDT, with late submissions not being considered.
Pricing must be submitted using a firm fixed fee structure expressed as cost per unit per month (PUPM) on the provided Rate Sheet, with alternative pricing structures permitted for evaluation purposes. The pricing structure requires detailed cost breakdowns organized into fixed fees, percentage-based management fees, and additional costs including turnover, maintenance, after-hours services, and PSH support services. Proposers must demonstrate experience managing comparable property types funded through HUD Continuum of Care (CoC), Project-Based Vouchers (PBV), Low-Income Housing Tax Credits (LIHTC), and other public funding streams, along with adequate staffing capacity and effective financial management systems. Required insurance coverage includes automobile liability of $1,000,000, worker's compensation per statutory limits, and employer liability of $1,000,000 per accident. The contract is subject to compliance with 2 CFR Part 200 (Uniform Guidance) and Texas Grant Management Standards (TXGMS) given that funding may include federal sources such as State and Local Fiscal Recovery Funds (SLFRF). No specific set-asides, incumbent vendors, or restrictions on eligible respondents are identified in the available procurement documents.
