About this file
This is an Addendum 1 to the Request for Proposals IC-RFP-2026-005 issued by Integral Care, the local mental health and intellectual/developmental disability authority for Travis County, Texas, regarding general and specialty property management services. The RFP seeks to procure property management services with an anticipated commencement date of May 1, 2026, under an initial three-year term with two optional one-year renewal periods for a maximum five-year contract term. Two distinct scopes are available: Scope 1 covers traditional property management for affordable housing properties including scattered-site units and HUD 811 properties, while Scope 2 addresses specialty property management for Permanent Supportive Housing requiring enhanced integrated approaches combining property management with supportive services coordination, 24/7 on-site coverage, and trauma-informed practices. The RFP was issued on April 2, 2026, with a question submission deadline of April 11, 2026, at 5:00 PM CDT and proposal submission deadline of April 22, 2026, at 5:00 PM CDT via email to Procurement@integralcare.org.
This Addendum 1 modifies the proposal validity period, removing the original March 15, 2026 expiration date and replacing it with language allowing proposals to remain valid indefinitely unless withdrawn in writing by the proposer, with Integral Care retaining the sole discretion to accept proposals at any time prior to withdrawal. Pricing must be submitted using a firm fixed fee structure expressed as cost per unit per month on the Rate Sheet in Attachment D, with pricing to include fixed fees, percentage-based management fees, and additional costs for turnover, maintenance, after-hours services, and PSH support services. Required qualifications include demonstrated experience managing properties funded through HUD Continuum of Care, Project-Based Vouchers, Low-Income Housing Tax Credits, and other public funding streams; adequate staffing capacity; effective financial management systems; and comprehensive knowledge of landlord-tenant laws, Fair Housing requirements, and ADA regulations. Successful proposers will be subject to compliance with 2 CFR Part 200 and Texas Grant Management Standards, with required insurance coverage including automobile liability of $1,000,000, worker's compensation per statutory limits, and employer liability of $1,000,000 per accident.
