The solicitation seeks a qualified contractor to provide comprehensive food and beverage services at four training locations: Fort Wolters Training Site in Mineral Wells, McGloin Ranch in Mathis, Rellis Campus in Bryan, and Camp Swift in McDade. Services include on-site meal preparation via a licensed food truck or mobile kitchen trailer, buffet-style breakfast and dinner service, accommodation of special dietary requirements (halal, vegan, and kosher meals), and complete cleanup within three hours post-service. Estimated attendance ranges from 47 to 280 personnel per location across 26 line items of meal service events spanning April 23-26 and April 29-May 3, 2026. Mandatory site visits are required between March 30 and April 2, 2026, with failure to attend resulting in disqualification. Bid responses must be submitted via email to procurement@military.texas.gov by 2:00 P.M. CST on April 13, 2026, with the contract becoming effective upon notice of award or issuance of a purchase order. Addendum 2, effective April 7, 2026, clarifies that no questions were submitted for this project and reaffirms that all prior terms and conditions remain in full force and effect.

Pricing must be submitted on a per-person, per-day basis for breakfast service, dinner service, and special dietary meals with no minimum guaranteed compensation. No specific award value or budget range is disclosed; pricing will be determined based on bidder submissions and subsequent contract negotiations. The contractor must obtain and maintain minimum insurance coverage including $1,000,000 commercial general liability, workers' compensation at statutory limits, and $500,000 automobile liability, all issued by A.M. Best-rated carriers. Respondents must provide three references from similar projects completed within the past five years and demonstrate certification to conduct business in Texas. The solicitation does not identify any set-aside designations and includes no noted incumbent vendor. Compliance with TMD's Standard Terms and Conditions Revision 7 is required, including E-Verify participation, drug-free workplace standards, cybersecurity training compliance, and various statutory certifications. Payment will be processed following TMD's acceptance of services, with invoicing submitted to the Accounts Payable Department and Contract Administrator. TMD reserves the right to reject responses, waive minor technicalities, award to the lowest responsive bidder, or make no award.

Invasive Tree Removal at Camp Mabry

Question and Answer Document

Question: Regarding Area A, would it be acceptable to place cut tree trunks along contour lines of the steep slopes in riparian areas? This could serve as an erosion-reducing strategy.

Answer: Yes

Question: In both project areas, there are a significant number of ligustrum sprouts. Do these need to be removed? Alternately, is there a minimum dbh or height for species to be removed?

Answer: Invasives with a dbh of less than 3 feet are exempt from removal.

Question: Additional species found on site not identified in the RFP include paper mulberry, Chinese pistache, vitex (chaste-tree), primrose jasmine, nandina and purple lantana. Are these to be included in species removal? If these species are included is there a minimum dbh or height for species removal or treatment?

Answer: Species to be included in the scope of work should include paper mulberry, Chinese pistache, chaste-tree. SOW should not include primrose jasmine, nandina and purple lantana.

Invasives with a dbh of less than 3 feet are exempt from removal.

Question: Is there an expected success rate for species mortality in Area B?

Answer: Expected success rate for species mortality in Area B is 70%.

Question: Can you provide a general clarification of Task Number 4.4? The language is somewhat confusing. What is the equipment that is being referred to?

Answer: The intent of Task 4.4 is that in steep areas a contractor will not try to use a truck, tractor, off road utility vehicle, chipper.... to drag brush or cut trees. This causes ruts in sloped areas and creates erosion issues. It also elevates the risk of injury and equipment damage.
