About this file

This addendum document modifies Invitation for Bid TMD26-TSG-0043801 issued by the Texas Military Department (TMD) for catering services supporting Texas State Guard Training operations. The procurement requires comprehensive food and beverage services at four training locations—Fort Wolters Training Site in Mineral Wells, McGloin Ranch in Mathis, Rellis Campus in Bryan, and Camp Swift in McDade—during April and May 2026. Services include on-site meal preparation via licensed food truck or mobile kitchen trailer, buffet-style breakfast and dinner service, accommodation of special dietary requirements (halal, vegan, and kosher meals), and complete cleanup within three hours post-service. The solicitation encompasses 26 line items of meal service events spanning April 23-26 and April 29-May 3, 2026, with estimated attendance ranging from 47 to 280 personnel per location. Mandatory site visits are required at minimum one location between March 30 and April 2, 2026, with disqualification resulting from non-attendance. Bid responses must be submitted via email to procurement@military.texas.gov by 2:00 P.M. CST on April 13, 2026, and the contract term becomes effective upon notice of award or issuance of a purchase order.

Pricing must be submitted on a per-person, per-day basis for breakfast service, dinner service, and special dietary meals with no minimum guaranteed compensation, and the actual award value will be determined through bidder submissions and subsequent negotiations. The solicitation contains no set-aside designations or incumbent vendor information. Contractors must demonstrate Texas business certification and comply with TMD's Standard Terms and Conditions Revision 7, which includes E-Verify participation, drug-free workplace standards, cybersecurity training compliance, and various statutory certifications. Required insurance coverage includes $1,000,000 commercial general liability, workers' compensation at statutory limits, and $500,000 automobile liability from A.M. Best-rated carriers. Bidders must provide three references from similar projects completed within the past five years. Payment will be processed following TMD's acceptance of services, with invoicing submitted to the Accounts Payable Department and Contract Administrator. TMD reserves all rights to reject responses, waive minor technicalities, award to the lowest responsive bidder, or make no award.

Question and Answer Document

Question: good morning, quick question this is a contract for all 4 different events? if biding on it that means you must do all 4 correct? do you have an option to only bid on 1 or 2 ?

Answer: No, you can bid on one, two, three, or all 4 locations. Each location will get it’s own award (Purchase Order (PO)).

Question: We are preparing our bid response for IFB TMD26‑TSG‑0043801 (Catering 1BDE APR

2026) and have reviewed all documents currently posted on the ESBD portal, including the solicitation, addenda, and all listed attachments.

Section E.8.1(B) of the solicitation requires submission of an Information and Certifications Form as part of Volume One – Contract Forms and Required Response Information. At this time, we do not see this form included within the solicitation document or among the posted attachments (G.1 through G.4).

Could you please advise where bidders may obtain the required Information and Certifications

Form, or confirm how TMD would like bidders to comply with this requirement??

Answer: TMD does not have an official “Information and Certifications Form”, Respondent will provide the information in a format of their choosing as long as all the required information is provide.
