About this file

This is Addendum 2 to a Request for Proposals issued by Integral Care on April 2, 2026, for Banking, Treasury, and Cash Management Services, with responses to bidder questions issued on April 29, 2026. The addendum clarifies key service requirements including virtual sub-general ledger accounts for tracking and reporting purposes; controlled payment solutions for landlords and property managers rather than direct account access; merchant statement sharing; and support for vendor payments, payroll processing, and consumer payments. Integral Care requires the ability to print emergency checks in-house following Workday implementation and seeks solutions for bank account validation for both vendor and consumer payments. The organization receives lockbox payments related to grants, Medicaid managed care organization claim payments, client co-payments, and gifts, and prefers BAI2 file format for lockbox deposits. Current payment methods include ACH transactions, online payment portals, and paper checks.

Additional service requirements include support for approximately 64 active purchasing cards with estimated monthly spend of $85,000, with potential increases as procurement processes become more automated. Integral Care is standardizing contact information across consumer payment profiles and is open to developing standardized payment coupons for lockbox remittance documentation. The organization will provide working capital or line of credit amounts, detailed monthly volumes for vendor and consumer payments, and merchant statements to the successful proposer following award. Financial statements may be transmitted via email or secure electronic links, and final audited financial statements may be made available to the selected vendor as required. All terms, conditions, and requirements of the original RFP remain in effect unless expressly modified by this addendum.

ADDENDUM 2

TO: All Persons/Entities That Have Received Integral Care’s April 2, 2026, Request for Proposals for Banking, Treasury, & Cash Management Services (“RFP”)

FROM: Christina Lundy, Director of Procurement

RE: Addendum to RFP – Questions and Responses

DATE: April 29, 2026

ADDENDUM

Integral Care issues this Addendum 2 to the above-referenced RFP. This Addendum 2 is intended to supplement and clarify the RFP and any/all prior addenda.

Except as it may be expressly modified herein, all terms, conditions, and requirements of the RFP remain unchanged and in full force and effect.

1. Please describe if Virtual accounts or remote accounts refer to either of the following: checking, savings, commercial credit card, procurement card (p-card), or other.

Virtual accounts refer to virtual sub-general ledger accounts used for tracking and reporting purposes only, not standalone checking, savings, credit card, or p-card accounts. They are intended to improve segregation, transparency, and stewardship of funds received from federal, state, local, and other sources while maintaining settlement through a primary operating account.

2. What type of account access would you like landlords and/or property managers to have on Integral Care’s accounts?

Integral Care does not intend to grant landlords or property managers direct access to its bank accounts. Instead, Integral Care seeks controlled payment solutions that allow for rapid issuance, modification, or redirection of payments to support vulnerable client populations while minimizing the risk of lost or misdirected funds and maintaining strong internal controls.

3. Are you willing to share merchant statements for review?

Yes. Integral Care is willing to share merchant statements with the Successful Proposer and, if applicable, during Best and Final Offer (BAFO) discussions, should a BAFO be conducted.

Any information shared will be limited to what Integral Care determines is necessary to support evaluation, implementation planning, or contract finalization and will be subject to applicable confidentiality requirements.

4. Clarify the approximate monthly individual volumes or percentages that pertain to Vendor Payments, Payroll payments, and Consumer payment activities.

Approximate monthly volumes or percentage allocations for Vendor Payments, Payroll payments, and Consumer payment activities will be provided by Integral Care after award.

5. For both vendor and consumer payments, do you plan to enroll and store bank account information internally with controlled security access? If so, describe your payee bank account validation procedures. Would you be interested in an Account Validation Service to confirm both the existence and ownership of bank account data?

Integral Care is open to solutions that strengthen bank account validation for vendor and consumer payments, including Account Validation Services.

6. Provide any details and volumes around any consumer payments that are currently a part of your payables process. What payment method is used primarily for these?

Consumer payment volumes and primary payment methods are not centrally quantified at this time. Further details will be provided by Integral Care after award, as available.

7. For payroll check payments, do you plan to print these in-house or use a 3rd party? If in-house, are they mailed to the employee’s home address via USPS or handled out internally?

Integral Care currently utilizes a third-party vendor to print payroll checks.

However, post Workday implementation checks will be printed in-house.

8. For vendor check payments, do you plan to print these in-house or use a 3rd party? If in-house, how often do you need to include any special enclosures or inserts with the payments? How are emergency checks handled?

Vendor checks are printed in-house and only rarely require special enclosures or inserts. Integral Care operates on standard check printing schedules, however, the ability to print emergency checks on an as-needed basis is required.

9. Do you currently maintain either an email address or mobile phone number on all your consumer payment account profiles?

Integral Care is in the process of standardizing required contact information across all consumer payment account profiles, including the collection of an email address and/or mobile phone number where applicable.

10. Please describe how you plan to utilize the virtual accounts. Will there be credits, and if so, will those be check, ACH and/or wires? Will there be debits, and if so, will those be check ACH, and/or wires.

Integral Care primarily utilizes check and ACH payment methods. Virtual accounts are expected to support these common credit transaction types and accommodate standard debiting activity as needed. At this time, wires are not anticipated to be a primary payment method.

11. Is there a need for segregated accounts to manage representative payee funds?

At this time, Integral Care does not anticipate a need for segregated accounts to manage representative payee funds.

12. What types of payments does Integral Care receive lockbox?

Integral Care anticipates receiving lockbox payments related to grants, Medicaid managed care organization (MCO) claim payments, client co-payments, gifts, and similar receipts.

13. Does Integral Care have standardized payment coupon for remittance documentation for lockbox? If yes, can you please provide a sample?

Integral Care does not currently maintain a standardized payment coupon for lockbox remittance documentation, however, the agency is open to considering the development of one moving forward.

14. How does Integral Care collect rental payments today? E.g., ACH Direct debit through NACHA file, online portal for consumer payments, paper check?

Integral Care receives rental payments through multiple methods, including ACH transactions, online payment portals, and paper check. Attachment D to the RFP references both BAI2 Daily Reporting and ISO 20022 camt.053/.054 files.

15. Attachment D references both BAI2 Daily Reporting and ISO 20022 camt.053/.054 files. Can Integral Care confirm which file format is intended for lockbox deposits?

The Payment Lockbox is an inbound integration that imports Bank Administration Institute (BAI2) lockbox data into Workday from an external endpoint.

16. What’s Integral Care’s working capital/ line of credit amount request?

Integral Care will provide the requested working capital or line of credit amount to the Successful Proposer following award.

17. Can you provide the FYE 2025 Unaudited Financial Statement or Draft Audit?

Integral Care does not provide unaudited financial statements or draft audit materials as part of the RFP process. Final audited financial statements may be made available to the Successful P required.

This question does not pertain to either the RFP specifications or process.

19. Charity Care Pool Federal Revenues declined by approximately $6.6M from FYE 2023 ($23.1M) to FYE 2024 ($16.M) What are the primary drivers behind this decrease?

20. Federal Program revenues declined significantly from 2023 to 2024, what are the primary drivers of the decrease?

21. Please confirm electronic links to financial statements are acceptable. Files are very large and may cause issues if sending via email.

Integral Care prefers financial statements to be transmitted via email when file size permits. However, secure electronic links are acceptable when documents are too large to send via email.

22. Commercial purchasing card program: what is your anticipated monthly or annual spend?

Based on current usage, Integral Care estimates commercial purchasing card spend at approximately $85,000 per month. As procurement and accounts payable processes are further automated, overall card spend may increase where transactions can be appropriately linked to purchase orders and categorized to provide meaningful spend visibility.

Integral Care’s focus is on ensuring that any expanded use of purchasing cards, categorization, reporting, and oversight, rather than aggregating payments solely at the vendor level without sufficient visibility into the underlying expenses.

23. Commercial purchasing card program: how many cards will you need?

Integral Care maintains approximately 64 active purchasing cards issued based on role and business need.

24. Commercial purchasing card program: how do cardholders currently reconcile?

Card transactions are reconciled using a systematic solution that requires staff to upload receipts and support documentation. Integral Care is undergoing a transformation toward more automated financial and reconciliation processes.
