About this file
This is Addendum #4 to a Request for Proposals issued by the Texas Workforce Commission on March 23, 2026, for the Trinity IT Closet HVAC project (RFP No. 3202600075). The addendum addresses contractor responsibilities for Building Automation System (BAS) integration, programming, and commissioning of VAV (Variable Air Volume) units. The project is structured as a turnkey engagement, requiring the winning bidder to provide comprehensive BAS integration, programming, commissioning services, and updated graphics for the existing system.
The winning contractor must demonstrate compatibility with the existing Niagara BAS system and possess either Tempset certification or equivalent qualifications from an alternate provider that has been vetted by the owner prior to work commencement. Contractors utilizing an alternative to Tempset must provide evidence of five years of experience with Niagara systems and current Niagara certification. This addendum constitutes part of the contract documents and requires respondents to acknowledge receipt by signature and date, with failure to do so potentially resulting in disqualification from consideration.

Request For Proposals (RFP) Trinity IT Closet HVAC
RFP No. 3202600075 Owner:
Texas Workforce Commission 101 East 15th Street, Austin, Texas 78778
Purpose This addendum is to answer the question received.
Q. “Please confirm which contractor is responsible for BAS integration, programming, and commissioning of the VAV units. Please confirm whether VAV controllers are to be furnished by the mechanical contractor or the controls contractor, and any required compatibility with the existing BAS system (including manufacturer and communication protocol).”
A. This project is expected to be turnkey. The winning bid needs to include BAS integration, programming, commissioning and needs to include updating graphics. The system is a Niagara system and needs to be compatible. Our preferred contractor is Tempset. A different contractor may be used but we will need to vet their certifications prior to work taking place. They will need 5 years’ experience with Niagara systems and a Niagara certification.
