About this file
This is Addendum #1 to RFP 2026-P03 issued by Hays County Purchasing Office for the Eastside Campus Construction Manager at Risk (CMAR) project. The addendum modifies the Company Profile/Experience section requirements for mass timber project references. The original RFP required bidders to provide specific examples of completed Mass Timber projects in Central Texas only, including owner information, completion dates, project scope, delivery method, and outcomes. A virtual pre-bid meeting was scheduled for December 9, 2025, at 10:00 AM Central Time, with written questions due by December 11, 2025, at 5:00 PM. Proposals are due January 8, 2026, at 10:00 AM, with contract award anticipated in January or February 2026. The project involves a new three-story, 72,000 square-foot mass timber office building in Kyle, Texas, with a total construction budget of approximately $43,000,000 and a contract term from February 2026 through April 2028 construction closeout.
The addendum expands the geographic criteria for mass timber project experience from Central Texas to anywhere in North Texas, removing the location restriction while maintaining the requirement for public sector entity experience in Texas. This modification was requested to broaden competition, as mass timber construction remains an emerging methodology with limited completed projects in Central Texas, which would have unintentionally restricted the pool of qualified bidders. The change allows firms with substantial mass timber experience elsewhere in North America to compete while still requiring relevant Texas public sector project references, thereby enhancing the quality and diversity of submissions without compromising the county's evaluation standards.

Question :
1. The Company Profile/Experience section of the RFP 2026-P03 for the Eastside Campus CMAR selection currently states:
“Provide specific examples of completed Mass Tiber Projects in Central Texas, including owner’s name, address, phone number, date completed, project scope, scale, delivery method, and outcome (e.g. on-time, on-budget, etc.). If applicable, provide experience with delivering Mass Timber projects of similar size and scope for public sector entities in Texas.”
Mass Timber construction is an emerging building methodology in Texas. As a result, the number of completed projects in Central Texas remains limited, reducing the pool of Texas firms capable of submitting fully compliant proposals under the current geographic requirements.
Given these conditions, the Central Texas—only criterion may unintentionally limit competition and exclude highly qualified Texas firms with substantial Mass Timber experience elsewhere. To help ensure a fair, inclusive, and competitive procurement process, one that evaluates firms on relevant expertise, we respectfully request that the County broaden the geographic criteria to include projects completed anywhere in North America. Expanding these parameters will encourage wider participation and ultimately enhance the quality, diversity, and equity of the submissions received.
We respectfully propose the following revised language:
“Provide specific examples of completed Mass Timber projects, including owner’s name, address, phone number, date completed, project scope, scale, delivery method, and outcome (e.g. on-time, on-budget, etc.). If applicable, provide experience with delivering Mass Timber projects of similar size and scope for public sector entities”
• On page 12 of 24 under “Items that count towards the 30-page limit, Profile/Experience of the Company” bullet point 4 is updated to the following:
“Provide specific examples of completed Mass Timber projects, including owner’s name, address, phone number, date completed, project scope, scale, delivery method, and outcome (e.g. on-time, on-budget, etc.). If applicable, provide experience with delivering Mass Timber projects of similar size and scope for public sector entities in Texas.”
