About this file
This document is a state procurement specification for a heavy-duty trailer issued by the Cooperative Purchasing Alliance (CPA) in Texas, revised in February 2024. The specification details requirements for a transport trailer with a Gross Vehicle Weight Rating (GVWR) of at least 110,000 pounds, featuring a hydraulic, non-ground bearing detachable gooseneck design capable of legally and structurally transporting 80,000 pounds of payload. The trailer must meet strict technical specifications including specific body dimensions, flooring requirements, frame construction, undercarriage details, lighting standards, and conspicuity marking requirements. Example models mentioned include Choice Model NG PRO PV, Eager Beaver Model 55 GSL-PT, Etnyre Model PRTN55ETD3-PS, and Trail-EZE TE-110.
The specification includes comprehensive warranty and service requirements, mandating that the unit be warranted against defects for a minimum of 12 months, covering 100% parts and labor. The manufacturer must have an authorized dealer within Texas or factory-trained personnel available for warranty repairs within 72 hours of notification. The document also outlines optional equipment that can be added, such as an air-lift third axle, full fenders, extra manuals, hydraulic ramps, and a rear deck boom well. Delivery requirements specify that all equipment must be delivered within the timeframe specified on the purchase order, with potential cancellation or extension at the customer's discretion. Payment will be made within 30 days after acceptance inspection and confirmation that the equipment meets all specified requirements.
