About this file

This Addendum No. 3, dated November 12, 2025, is issued by the Texas Department of Transportation Environmental Affairs Division for Solicitation 601CT0000005604, a Request for Proposals for Statewide Environmental Consulting Services – Hazardous Materials. The addendum provides clarifications and responses to nine pre-proposal questions and two pre-proposal conference questions submitted by potential respondents. Key clarifications include confirmation that project descriptions should be 50 or 75 words as prescribed in the RFP, including report name, date, and other identifying information, with respondents encouraged to use abbreviations and acronyms; delivery fees for storage equipment can be negotiated at cost during the Work Authorization phase; portable generators, compressors, and flood lighting should be typical equipment suited to project needs without specific specifications; and respondents must provide the exact number of projects specified in Appendix 1 for Attachments 3 through 5, duplicating forms only as necessary. All respondents must place a cost in every line item on the pricing schedule, as omitted pricing or "At Cost" entries will result in disqualification.

The addendum addresses HUB subcontracting requirements, clarifying that respondents pursuing Method 3 (subcontracting with both HUBs and non-HUBs) must contact two trade organizations or development centers at least seven working days prior to proposal submission. The State provided a list of qualifying minority and women trade organizations, including the Asian Contractor Association, Bexar County Small Business & Entrepreneurship Department, Hispanic Contractors Association de San Antonio, Regional Hispanic Contractors Association, Port Houston, and Association of Women and Minority Contractors of Texas. Additional clarifications specify that copied licenses or certifications are not required but providing license numbers aids verification; retired TxDOT Project Managers may be listed with district points of contact or Deborah Nixon as client contacts; TCEQ ID numbers apply only to facilities with applicable IDs where scopes require them, with mandatory documentation for Contamination/Waste, Third Party Oversight, UST Releases, and APARs; and no attendee list will be submitted or posted. TxDOT ENV encourages early proposal submission with any technical concerns addressed no later than 72 hours before the proposal deadline.

Questions / Responses Question 1: In Addendum 1, it was noted that the 50- or 70-word limit includes the report name, date, TCEQ

ID number, author, and project description. This significantly restricts the space available to describe the project itself. In previous RFPs, the word limit applied only to the description. Would TxDOT consider reverting to that approach and allowing the full 50 or 70 words to be used solely for the project description?

Response 1: The project description should be either 50 or 75 word count (as prescribed in the RFP) and does include the report name, date, etc. Abbreviations where appropriate can be used; acronyms can be used without spelling out the full name; descriptions should be concise supplying pertinent information to understand what the project was.

Question 2: For Storage Equipment Pricing, Footnote 14 states that delivery and pickup fees is not included in the rate. How will the fees for delivery and pickup be recouped by the contractor?

Response 2: Delivery fees can be negotiated at cost at the Work Authorization level.

Question 3: For Pricing Category “Other Miscellaneous Supplies and Services”, what are the specifications for the portable generator, compressor, and flood lighting?

Response 3: There are no specifications for this equipment. Use typical equipment for the needs of the project.

Question 4: For attachments 3-5. do we only need to provide one project per section? Or do we need to duplicate the forms to highlight multiple projects per section? if so, can you specify how many?

Response 4: In Attachments 3 through 5, the Instructions at the top of the page states to “Duplicate form as necessary”. Only the number of projects as specified in Appendix 1 should be provided and described, no more.

Question 5: If we are including team members who have precertification and members who are not precertified on the initial site assessment projects, will we need to include an additional project for every project there is not a precertification on?

Response 5: No.

Question 6: What is the typical number of days per year that a Mobile Laboratory is utilized under TxDOT

Environmental Projects?

Response 6: This is unknown and would be based on the needs of the project.

Question 7: Do Mobile Laboratories need to be NELAP Certifications for the analyses stated in the notes?

Response 7: If the mobile laboratory is operating as a satellite lab under the NELAP certificate of a parent fixed-based laboratory, then no they don’t need to have their own NELAP certification. If they are not attached to a parent fixed-based laboratory and are operating independently as a standalone unit, then yes they should have NELAP certification.

Question 8: Bidder is having difficulty locating Mobile Laboratory Services from both HUB subcontract vendors as well as large business vendors as part of the GFE Process. Will not having pricing for these items exclude bidders from consideration, or would TxDOT consider these “at cost”?

Response 8: Bidders must place a cost in every line item. If no price is given or bidders place "At Cost" for items requiring a price, it will result in disqualification.

Question 9: Will copies of company or individual licenses/ certifications be required as part of the submittal?

Response 9: The RFP doesn’t require submittal of license copies. However, providing copies of current licenses, or at the very least the license number, would make it easier for us to verify the license.

Pre Proposal Conference Questions / Responses Question 1: Several text dot PMS for our sample projects have retired, and can we still list them as contacts in the RFP forms?

Response: For TxDOT Project Managers no longer with TxDOT firms may list the district POC or Deborah

Nixon for the client contact.

Question 2: The RFP mentions of the TCEQ ID number, facility ID number in each one of the submittal templates for Team Experience. We want to confirmation that's only applicable if the facilities that has a TCEQ ID and the scope of work may require a TCEQ ID, is that correct?

Response: ISAs won’t have a TCEQ ID so one does not need to be listed; if you have a TCEQ ID for Contamination/Waste and Third Party Oversight then list it and attach the documentation. There will be a TCEQ ID for UST Releases and APARs so those must be listed and documentation provided.

Question 3: Will an attendee list be submitted or posted?

Response: No.

HUB Related Questions:

HUB Question 1: For HUB Subcontracting Plan Method 3: Respondent Intends to Subcontract with HUBs and Non-HUBs (Does Not Meet or Exceed the Goal). As part of this method, the respondent must notify minority or women trade organizations or development centers at least seven (7) working days prior to submitting their response, allowing time for dissemination of subcontracting opportunities to their members.

The procedure states that “A list of minority and women trade organizations is located on the CPA’s website under the Minority and Women Organization link.” However, the link currently redirects to the purchasing page and no such list appears to be available. In this case, are we permitted to select any organization that we believe meets the qualifications?

Response: RESPONDENTS are required to contact two trade organizations or development centers as part of the good faith effort. The Statewide HUB Program collaborates with various trade organizations/development centers to circulate information pertaining to the initiatives of the Statewide HUB Program.

The Statewide HUB Program's webpage is currently inactive. The webpage contained a list of trade organizations/development centers for RESPONDENTS to contact as part of their good faith effort requirements.

Identified below are some of the trade organizations and development centers that partner with the Statewide HUB Program. These entities have expressed their willingness to accept notices of subcontracting opportunities from vendors to distribute to their members. RESPONDENTS are permitted to select any trade organization/development center that meets similar qualifications.
