About this file

This Addendum No. 1, issued October 31, 2025, by the Texas Department of Transportation Environmental Affairs Division, clarifies requirements and submission procedures for the Request for Proposals for Statewide Environmental Consulting Services – Hazardous Materials (Solicitation 601CT0000005604). The addendum addresses eight questions and responses regarding proposal submission requirements, qualifications documentation, and attachment specifications. Key clarifications include: firms with 2.13.1 precertification may submit only five projects instead of the maximum ten; project descriptions including report names, dates, TCEQ ID numbers, and author information count toward the specified word limits (50 or 75 words depending on qualification category); employee sequence numbers rather than firm sequence numbers should be listed for team members; and all price schedules must be submitted in Excel format via Bonfire. The addendum emphasizes that proposers must acknowledge receipt of the addendum by attaching the signed document to the proposal cover page and that deviations from submission instructions may result in disqualification.

The addendum also provides corrected proposal outline instructions, deleting the original Section 1 submission format and establishing a revised structure requiring: a signed Proposal Cover Sheet (Attachment 1), Team Commitment Letters from subcontractors (Attachment 2), Project Manager Qualifications (Attachment 3), Professional Geoscientist Qualifications (Attachment 4), Firm and Team Experience (Attachment 5), Price Schedule/Final Cost Proposal (Attachment 7&E), and HUB Subcontracting Plan forms. All submission materials must be downloaded from the ESBD website in the prescribed Microsoft Word formats and uploaded electronically via Bonfire, with contact information provided for assistance Monday through Friday, 8:00 a.m. to 5:00 p.m. CST. The addendum notes that the HUB Subcontracting Plan form is available through the Texas Comptroller's website and reinforces that only information in the specified formats will be considered for evaluation.
