About this file
This document is an Evaluation Scoring Matrix for a Child Care Expansion Initiative (CCEI) program, detailing the scoring criteria for a Request for Proposal (RFP). The scoring matrix evaluates respondents across four key areas: cost/price (15 points), past performance and qualifications (25 points), technical approach and proposed work plan (50 points), and key personnel qualifications (10 points), with a total possible score of 100 points.
The scoring emphasizes comprehensive capabilities in child care program administration, including evaluating child care business plans, managing multi-million dollar competitive awards, demonstrating statewide outreach, achieving at least 6,000 new child care slots, and balancing funding between employer-supported site-based child care and providers in child care desert zip codes. Critical evaluation areas include the respondent's ability to intake and track applications, manage provider expenditures, collect comprehensive data, ensure compliance with expenditure requirements, and implement continuous quality improvement strategies. The matrix indicates a strong focus on detailed operational capabilities, geographic representation, linguistic accessibility, and adherence to ADA requirements.
