About this file

This document is an addendum to a Request for Proposals (RFP) issued by the Travis County Healthcare District dba Central Health for basic life & AD&D, voluntary life & AD&D, employer paid short-term disability, voluntary short-term disability, and employer paid long-term disability insurance coverage. The RFP seeks qualified vendors to provide these benefits to approximately 1,900 Central Health employees, with the goal of offering high-quality and valuable benefits at affordable pricing. The RFP provides a procurement schedule, with a proposal due date of November 14, 2024, and allows for a one-time open enrollment for all employees with no underwriting up to the guarantee issue amount. Central Health is seeking to bundle the life and disability coverages with the same vendor, but will contract with separate vendors if that is most advantageous. The initial contract term is two years, with optional four one-year renewal periods.

The addendum provides additional information related to the RFP, including current life, short-term disability, and long-term disability plan details, experience data, and responses to various questions from potential bidders. The RFP does not mention any set-aside designations or restrictions on the types of organizations that can respond, and there are no listed incumbent vendors or current contractors. The RFP also does not provide any information on possible award values or budget ranges, though the historical claims data and premium information suggests this is a significant employee benefits contract for the Travis County Healthcare District.

There is no rate information for the STD and LTD products. Will you be posting something regarding this sooner rather than later.

Answer: See response to Question 2.

10/31/2024

Q37 Question: [Question received via voicemail]:

I got your email saying you received my question regarding the RFP for life and disability, but there’s a little problem. Normally, the organization provides their current rates for the current benefits and there is no current rate information for short or long-term disability, so we have no idea what we are currently looking at. So that’s why I asked that question.

Had I been able to get that information, I would have asked yesterday on our call, so as soon as I was able to get into BidNet and look at that information from Metlife, there’s nowhere in there where that they put their rates or any kind of summary of the plans, so we have no idea.

It’s just strictly utilization and the plan documents.

It’s not any kind of rate information at all, so that’s why I was asking. Because to turn the quote around for that portion for 1200-1800 people. It’s pretty substantial for underwriting to do, so I’m just giving you a heads up, it may not happen because there is no current rate information offered.

Answer: See response to Question 1.
