About this file
This document is a question and answer (Q&A) supplement related to RFP730-24084 for the Turnkey Replacement of an Air-Cooled Chiller at the University of Houston Sugar Land campus. The RFP requests proposals for the replacement of an existing air-cooled chiller, with a non-mandatory pre-proposal meeting and site visit scheduled for September 4, 2024. The Q&A addresses questions about the maximum length the replacement chiller can overhang the roof supports/pad, the required warranties and durations, and the opportunity to propose an alternate chiller model. The University indicates a preference for name-brand equipment as the primary proposal, with the option to submit an alternate as a value-added option.
The Q&A also specifies that the University is seeking a 5-year full maintenance agreement with no cost or risk to the owner, including 3 quarterly preventive maintenance visits and an annual heat exchanger cleaning. The warranty will be listed as a separate line item in the proposal, with the University requesting a 5-year warranty covering parts, labor, and refrigerant.

Q&A2 - RFP730-24084 Air Cooled Chiller Replacement REBID
1. What is the maximum length the replacement chiller can overhang the roof supports/pad?
Q&A 1 Answer: Chiller Skid must fit within the existing Pad similar to the existing installed chillers.
Vendor Response: There is no existing “pad”. What exists are two rails that are built into the roof decking. The existing chillers overhang these rails somewhat. Is there a limitation to how far the larger
“alternate” chiller can extend off of these rails? There are several feet of space available on the end of the chillers opposite of the water connections.
Q&A 2 Answer: Small equipment extension beyond rails that still allows for access, door swing, and maintenance is ok. We do not expect this extension go much further than a foot or be an issue with standard package skid sizes in this capacity range.
2. What warranties need to be included and for what duration, i.e., parts, labor, compressor, refrigerant?
Q&A 1 Answer: Full Maintenance Agreement, no cost/risk to owner for all OEM recommended PM and any required corrective maintenance and refrigerant. PM shall include 3 quarterly PM and an annual to include HX cleaning.
Vendor Response: A maintenance agreement is different than a warranty. Maintenance just covers normal scheduled maintenance. It does not cover any parts that may fail. A warranty is designed to cover any failed parts for a specific period of time after the chiller has been installed. Chiller manufacturers offer a parts only warranty, a parts and labor warranty, and a parts, labor, and refrigerant warranty. Usually these warranties are purchased as either a 5-year or 10-year warranty.
Please specify which warranty option is required, and for how many years. Please specify if the chiller warranty shall be listed as a separate line item. The warranty will be quoted separately from the 5-year maintenance agreement.
Q&A2 Answer: We are asking for a 0% risk to the owner for 5 years with a Full Maintenance
Agreement. This typically is composed of the 1-year standard warranty, additional 4 years of warranty and a 5-year Preventive Maintenance (OEM Recommended) and Corrective Maintenance contractor support. This will be listed on the response as separate line-item proposal.
3. I’m reaching out to inquire if it would be possible to ask the Project Manager whether we can offer an alternate chiller to the York unit currently specified for the University of Houston project. The equipment we are proposing is from Ecochillers and offers equal or better performance at a competitive price.
We understand that since it is not directly specified in the project, it may not be available for bidders.
However, we believe this option would be an excellent alternative in terms of both efficiency and cost.
Q&A 2 Answer: We recommend name brand equipment as primary proposals. We also solicit any best value options be presented in the form of an add alternate. Our review of your proposal if best value to the University.
