About this file
This document is a specification sheet for a Sulfur Dioxide Analyzer requested by the Texas Commission on Environmental Quality (TCEQ). The analyzer must meet strict requirements, including having a U.S. EPA federal reference or equivalent method designation, being free-standing and no larger than 7"H x 17"W x 24"D, and weighing no more than 40 pounds. It must have standard 115-volt 60 Hz AC operation, an internal sample pump, analog and digital outputs, and remote access capabilities. The analyzer must also have specific performance criteria, such as a minimum detection limit of less than 0.4 parts per billion, zero and span noise limits, and response time requirements. The required delivery time is 120 calendar days after receipt of order, and the warranty period is a minimum of two years.
The specification sheet is related to a state and local contract opportunity for replacement equipment and parts to continue operating stationary air monitoring sites in Texas to meet federal requirements. No additional pricing terms, set asides, incumbents, funding sources, or other salient information is provided.

Attachment E Specifications for a Sulfur Dioxide Analyzer
Description: Sulfur Dioxide (SO2) Monitor for detecting and measuring SO2 in ambient air. The instrument shall be microprocessor controlled and use the Ultra-Violet (UV) fluorescence method of detection.
MINIMUM GENERAL SPECIFICATIONS
The SO2 analyzer must meet the following requirements:
A. Must have a U.S. Environmental Protection Agency (EPA) federal reference or federal equivalent method designation EQSA-0495-100.
B. The system must contain the following components:
i. Must be free-standing no larger than 7”H x 17”W x 24”D, and weight no more than 40 pounds.
ii. Must have standard 115-volt 60 Hz AC operation;
iii. The sample pump must be internal to the analyzer and flow rate controlled;
iv. Analog output to be 0-1 volt direct current;
v. Front panel USB connections for firmware upgrades;
vi. The Photomultiplier Tube (PMT) and all sockets and high voltage circuitry thereof, shall be of the highest quality;
vii. PMT temperature controlled for reduced noise;
viii. The sample inlet shall be a 0.25-inch Swagelok® compatible compression fitting;
ix. Analyzer must have easily viewed digital display with a touch screen interface;

xi. The display should allow the operator to monitor levels, flows, alarms, temperature and pressure, trend data and voltages;
xii. Setup including zeroing, spanning, etc. should be accomplished using pushbuttons and the display;
xiii. Must have a RS-232 interface; and
xiv. Software and non-volatile random-access memory (RAM) storage shall allow the internal storage of a large number of 1-minute to 5-minute average SO2 samples and a record of alarms and out of limits conditions.
C. Must have user selectable dual ranges of 0-50 ppb and 0-20,000 ppb;
D. Minimum detection limit of less than 0.4 parts per billion;
E. Zero noise of less than 0.2 ppb;
F. Span noise of less than 0.5% of reading (RMS) above 50 ppb;
G. Precision of less than 0.5% of reading above 50 ppb;
H. Linearity should be ±1 percent of full scale;
I. Zero drift should be less than 0.5 ppb over 24 hours;
Solicitation Name: Sulfur Dioxide Analyzer Solicitation Number:
J. Span drift should be less than 0.5% of full scale over 24 hours;
K. Response time less than 120 seconds to 95% of scale;
L. Sample flow rate of 0.6 to 0.7 SLPM;
M. Measurements should be temperature and pressure compensated;
N. Span and zero adjustable and off-setable; and O. The operating system shall be capable of being updated.
