Solicitation Number: 582-24-02706

Attachment B Specifications for Oxides of Nitrogen Analyzer

Description: Oxides of Nitrogen (NOx) analyzer measures ambient levels of atmospheric nitrogen oxides (NO, NOx, and NO2) for use in unattended continuous air monitoring stations (CAMS). This monitor shall employ the chemiluminescence method for the measurement of NO and a catalytic converter for NO2 to NO conversion for its subsequent measurement.

MINIMUM GENERAL SPECIFICATIONS

1. Must meet U.S. Environmental Protection Agency (EPA) federal reference or equivalent method designation RFNA-1194-099.

2. Shall have measurement ranges of 0 to 50 parts per billion (ppb) and 0 to 20 parts per million (ppm) dual range.

3. Analyzer must meet the following parameters:

A. Lower detectable level: less than (<) 0.2 parts per billion (ppb).

B. Zero noise: <0.1 ppm root mean square (RMS).

C. Span noise: <0.2 percent (%) of reading above 50 ppb.

D. Zero drift: <0.5 ppb over 24 hours.

E. Span drift: <0.5% of full scale over 24 hours.

F. Precision: <0.5% of reading above 50 ppm.

G. Linearity: plus or minus (±) 1% of full scale.

H. Sample flow rate: 0.4 to 0.6 standard liters per minute (SLPM).

4. Power requirements are 90-110 voltage alternating current (VAC), 60 hertz (Hz), 250 watts.

5. Weight should be <45 pounds including all options. The pump may be external and not included in the weight limit.

6. Dimensions should not be greater than 7” x 17” x 24”.

7. All components shall be high quality designed for use in high dependability electronic, electrochemical, or pneumatic systems. In particular, the ozone generator’s high voltage transformers shall be designed for long life and safety and not be automotive-type substitutes.

8. The sample inlet shall be a 0.25-inch Swagelok® compatible compression fitting.

9. A 5-micrometer particulate filter of 47-millimeter diameter shall be accessible through the front panel.

10. The ozone generator shall have a dryer system suitable for using ambient room air as its air source. The design shall be of such type that does not require replenishing chemicals or use additional pumps.

11. The monitor shall use microprocessor-based electronics and shall provide for the viewing of all necessary operating parameters (flows, voltages, etc.), for normal operation and servicing. Viewing format: fluorescent screen, light-emitting diodes (LED), or plasma panel with touchscreen interface. The

Solicitation Number: 582-24-02706 photomultiplier tube (PMT) and all sockets and high voltage circuitry thereof, shall be of the highest quality.

12. The PMT’s operating temperature shall be controlled for reduced noise.

13. Analog outputs shall be 0 to 1-volt full scale.

14. Monitor is to be used for non-attended, automatic, continuous operations and requires no replenishment of chemicals, gases, etc. It should resume normal operation after power failures.

15. The monitor must have temperature and pressure compensation.

16. The operating temperature range shall be between 5 and 40ºC.

17. Must have hardware specific remote access software that allows for remote connection with virtual interface and data downloading capabilities.

ADDITIONAL TERMS AND CONDITIONS

1. All items must be bid new, of current production, and must include the manufacturer’s standard parts and accessories.

2. The warranty period should consist of complete coverage of system onsite, parts, and labor for a minimum of two years from the date of acceptance.

3. Two electronic sets of manuals (styled: Instruction Manual, Operator’s

Manual, Operation and Service Manual, etc.) shall accompany each instrument. The manuals shall include complete operating instructions, circuit descriptions, theory of operation, location of controls and switches, software commands, maintenance, and service instructions. The manual shall include schematic diagrams, pneumatic flow charts, lists of commonly replaced parts, warnings, and safety precautions. Electronic manuals are acceptable.

4. Technical support must be available for TCEQ staff between the hours of 8 a.m. and 5 p.m. Central Standard Time (CST) during regular business days, Mondays through Fridays, via both telephone access and electronic mail (e-mail).
