About this file
This document is an attachment to Solicitation Number 582-24-02706 issued by the Texas state government. It specifies the minimum general requirements for a Highly Reactive Nitrogen Compounds (NOy) analyzer to be used in continuous air monitoring stations. The analyzer must meet U.S. EPA federal reference or equivalent method designation RFNA-1194-099, have measurement ranges of 0-5 parts per billion (ppb) and 0-2000 ppb, and meet performance requirements such as a lower detectable limit of 50 parts per trillion and an operating temperature range of 5-40 degrees Celsius.
The related state and local contract opportunity is for the purchase of replacement equipment and parts to continue operating stationary air monitoring sites in Texas in order to meet federal requirements. No additional details are provided about the contract, such as quantities, response dates, award dates, or contract term.

Attachment C Specifications for High Sensitivity Analyzer for
Measuring NO/Noy
Description: Highly Reactive Nitrogen Compounds (NOy) analyzer measures trace levels of atmospheric nitrogen oxides (NO and NOy) for use in unattended continuous air monitoring stations (CAMS). This monitor shall employ the chemiluminescence method of NO detection through ozone reaction; shall include molybdenum converter for NO2 conversion.
MINIMUM GENERAL SPECIFICATIONS
1. Must meet U.S. Environmental Protection Agency (EPA) federal reference or equivalent method designation RFNA-1194-099 when operated in the range of 20 to 30 degrees Celsius with vacuum pump capable of providing an absolute pressure of 4 inches mercury or less at 1 standard liter per minute.
2. Shall have measurement ranges of 0 to 5 parts per billion (ppb) and 0 to 2000 parts per million (ppb) dual range.
3. Analyzer must meet the following parameters:
A. Lower detectable limit 50 parts per trillion (ppt).
B. Temperature operating range 5 – 40 degrees Celsius C. Noise at zero: less than (<) 25 parts per trillion ppt RMS D. Noise at span: <0.5 percent (%) of reading (above 5 ppb).
E. Zero drift: <0.1ppb/24 hours F. Span drift: <0.5% of reading/24 hours G. Sample flow rate 1800 cubic centimeters per minute (ccm) plus or minus
(±) 200ccm H. Linearity: 1% of full scale I. Precision 0.5% of reading above 5 ppb
4. Power requirements are 115 volts, 60 Hertz alternating current power 150 watts or less, pump 115 volts 60 Hertz 200 watts or less.
5. Dimensions: approximately 7 inches (”) x17” x 23.5”, 40 pounds or less;
Converter with umbilical, 42 pounds or less; External pump and rack 22 pounds or less; NOy bypass Pump Assembly 28 pounds or less.
6. Analog output switchable: 0.1, 1, 10 volts full scale resolution 0.1 % of full scale or better.
7. All components shall be high quality designed for use in high dependability electronic, electrochemical, or pneumatic systems. In particular, the ozone generator’s high voltage transformers shall be designed for long life and safety and not be automotive-type substitutes.
8. The sample inlet shall be a 0.25-inch Swagelok® compatible compression fitting.
9. The monitor shall use microprocessor-based electronics and shall provide for the viewing of all necessary operating parameters (flows, voltages, etc.), for normal operation and servicing. Viewing format: fluorescent screen, light-emitting diodes (LED), or plasma panel with touchscreen interface.
10. Monitor is to be used for non-attended, automatic, continuous operations and requires no replenishment of chemicals, gases, etc. It should resume normal operation after power failures.
11. The monitor must have temperature and pressure compensation and adaptive signal filtering to optimize response time.
12. Must include dual sample conditioner and catalytic ozone scrubber.
13. Must have hardware specific remote access software that allows for remote connection with virtual interface and data downloading capabilities. Must include comprehensive internal data logging with programmable averaging periods and the ability to log virtually any operating parameter.
14. There shall be an external converter housed in a stainless steel NEMA 4X enclosure (IP65) with conduit fitting for attaching 1 inch internal diameter flexible armor sheathing and stainless steel sample inlet. Box shall have stainless steel fasteners. Supplier shall provide 150 feet of 1/4 inch Teflon tubing. 50 feet of thermocouple extension wire three wire power cable with ground and 50 feet of conduit armor. All necessary mating connectors shall be provided.
15. There shall be a pump housing with by-pass pump for dumping 1 liter/minute from each of two sample lines. This housing shall include a temperature controller and solid state relay for control of the remote molybdenum convertor. The controller provides local readout of temperature of the remote convertor.
16. The converted unit shall have the same specifications as the unconverted unit with no degradation of operation including sensitivity, noise nor accuracy.
ADDITIONAL TERMS AND CONDITIONS
1. All items must be bid new, of current production, and must include the manufacturer’s standard parts and accessories.
2. The warranty period should consist of complete coverage of system onsite, parts, and labor for a minimum of two years from the date of acceptance.
3. Two electronic sets of manuals (styled: Instruction Manual, Operator’s
Manual, Operation and Service Manual, etc.) shall accompany each instrument. The manuals shall include complete operating instructions, circuit descriptions, theory of operation, location of controls and switches, software commands, maintenance, and service instructions. The manual shall include schematic diagrams, pneumatic flow charts, lists of commonly replaced parts, warnings, and safety precautions. Electronic manuals are acceptable.
4. Technical support must be available for TCEQ staff between the hours of 8 a.m. and 5 p.m. Central Standard Time (CST) during regular business days, Mondays through Fridays, via both telephone access and electronic mail (e-mail).
