Binghamton Fire Alarm & Sprinkler Project 15 Henry Street Binghamton, New York

Responses to Request for Information (RFI) received from Cornerstone Contracting Incorporated and Federal Constructors Incorporated..
1. Will surface mounted raceway be acceptable on inaccessible walls and ceilings? If so would surface mounted conduit be acceptable or would it have to be wire-mold?
Response: The use of surface mounted conduit in areas which are back of house and non-public shall be allowed. Non-public areas generally include back of house areas, storage rooms, and mechanical rooms.
In public areas where the contractor is able to demonstrate to the GSA representative that a wall or ceiling is inaccessible without the use of destructive measures, the use of paintable surface mounted wire mold will be acceptable.
2. Some of these disciplines are not required (elevators, plumbing, HVAC, telecommunications, civil) in the scope of work and specifications, please confirm these disciplines are not required.
Response: Some of the disciplines listed may not be required. However, GSA doesn’t dictate which contractors may or may not be used.
3. Please confirm experience on historic restoration and repair of building listed or eligible to be listed on the National Register of Historic Places is not required.
Response: See Solicitation Page 8 of 46.
4. The project construction cost is estimated to be between $1-$5 million, please confirm past performance information can be on projects ranging between $1-$5million and not over $10million.
Response: Please see Amendment 04 to the Solicitation on betaSAM.gov.
5. On Page 10 of 46 of the solicitation, paragraph II.F section (4) states past performance information must be submitted for each member of the joint venture. Please confirm the minimum number of projects that must be submitted for each team member if proposing as a joint venture.
Response: The number of past performance submissions submitted by the joint venture offeror and reviewed by the evaluator evaluators would be the same. If offerors are required to submit 3 past performance ratings/ questionnaires/ references then a joint venture would also submit three.
6. Also, just a general question, but with all the coronavirus concerns, sheltering, etc. is the bid date still as scheduled?
Response: The proposal due date remains April 9, 2020 by 4 pm.
7. Per Amendment No. 2 the GSA clarified that similar projects submitted must be over 5 Million, can you confirm this is was the intended answer. The project size range for this RFP is $1-$5 Million. Requiring projects over $5 million may severely limit which small business can submit a complete proposal for review.

8. Can the proposal be sent via electronic means?? i.e. via email?
Response: See Amendment 04 to the Solicitation.
9. Past Performance: please clarify how the PPQ’s are to be received by GSA.
Response: See Amendment 04 to the Solicitation and updated PPQ document on betaSAM.gov.
10. The question is concerning the Past Performance Questionnaire (PPQ) provided on beta.sam. It appears to be a draft PPQ and the header information is blank. Will the Government provide an updated form? Also, could you please confirm where the PPQ's are to be sent?

11. Can the On-site Construction Superintendent and the QC be the same person?
Response: No, the on-site Construction Superintendent and the QC cannot be the same person.
