About this file
This solicitation requests construction services for the Seattle Federal Office Building to enable the Department of Housing and Urban Development and Department of Labor to reduce their leased space and meet utilization targets. Services include renovating and constructing tenant spaces for the agencies, as well as upgrades to the building to comply with accessibility standards.
The project goals are to consolidate the HUD space to approximately 30,534 usable square feet on the third and part of the fourth floors, reducing its space by 45%, and relocate DOL from its leased location to occupy approximately 28,000 usable square feet on parts of the lower level, first floor and all of the second floor within the federal building. The solicitation also requires making accessibility upgrades throughout the building in accordance with standards, including constructing new restrooms on each floor and a lactation room. The contractor must coordinate work with stakeholders to minimize impacts to tenants, maintain appropriate access and egress, and complete the DOL portion by August 15, 2023.

1. I noticed some discrepancies with the scaling on some of the G,HZ,A sheets where the title/detail label on the sheet (left) says one scale while the scale on the right hand side of the page says another. EX: DOL Set: B-A101: left says 1/8, right says 1/16; HUD Set: G005: left says 1/32, right says 1/16
Answer:
· For the HUD/DOL A-sheets, all overall plans are at 1/16th scale, and all enlarged plans are at 1/8th scale.
· For ABAAS A-sheets, all enlarged plans are at 1/4th scale except for the sub-basement and first floor, where the enlarged plans are at 1/8th scale.
· For the HUD/DOL/ABAAS G-sheets, all overall plans where there are multiple plans in one sheet, the scale is at 1/32nd.
· For the HUD/DOL/ABAAS G-sheets, all overall plans where there is one plan per sheet, the scale is at 1/16th.
· For the HUD/DOL HZ sheets, all overall plans are at 1/16th scale.
2. DOL Sub basement overall plan A101 shows the route in and out of the parking area with a note "Parking spaces for vans and access aisles and vehicular routes serving them shall provide a vertical clearance of 98" min. relocate/remove overhead obstructions as required '' There are several Glycol lines, about 10" in diameter that are at 91" to 94", these are all through the vehicular routes. Will there be a drawing for rerouting these lines?
Answer: Yes. Revised design docs are forthcoming to show the re-routing of the lines with a vertical clearance of 98”.
3. We would like to request an extension to submit our offer packages to be changed to around 8/31/2021. Multiple subcontractors have also requested more time.
Answer: Amendment 01 extends the date set for receipt of proposals to 31 Aug 2021, 1:00PM PST. All other terms and conditions remain unchanged.
4. In the pre-proposal walk, it was mentioned that there would be a new pricing form issued to further breakdown the DOL work. When can we expect to see this?
Answer: Amendment 01 provides for two new pricing schedules as follows below in addition to a breakout matrix for DOL to aid in separating costs for the Shared DOL Spaces as well as the DOL Neighborhood.
Amd 01 - Exhibit 2 - Price and Services Schedule (Fully Occupied Facility) 8.4.21
This pricing schedule directs the offeror to price their proposal under “Fully Occupied Facility” conditions, which means that most construction will need to be accomplished outside of normal weekday working hours (assume Monday - Friday, 5pm - 6am) in order to not disrupt tenant operations. Some work can be facilitated during daytime working hours as long as it’s not disruptive to the building’s tenant population.
Amd 01 - Exhibit 2.1 - Price and Services Schedule (Partially Occupied Facility) 8.4.21 This pricing schedule directs the offeror to price their proposal under “Partially Occupied Facility” conditions, which means that most construction can be accomplished within normal weekday working hours (assume Monday - Friday, 6am - 5pm). There will be tenants within the facility, but reasonable disruptions are acceptable as long as they are scheduled in advance with the GSA project team.
Amd 01 - DOL Agency USF and Cost Share Matrix
5. Does this line item include the underlined rooms in the finish schedule below? If not, to which bid line item does each of the following apply to?
· Hallways and Corridors with no department as part of the ROOM NAME
· Rooms with no department as part of the ROOM NAME
· GSA rooms
· DOL rooms
Answer:
· See sheets B-A150 (basement furniture overall plan/first floor furniture overall plan/second floor furniture overall plan for color coded reference of room allocation of Shell vs TI.
· Shell spaces are shown in a diagonal hatch.
· DOL Build Out (SHELL) includes the following Rooms: Basement GSA Spaces, Basement Hallway, First Floor Corridor, First Floor GSA Open Offices, First Floor GSA Spaces, Second Floor Corridor
· Rooms 205-214 make up the DOL neighborhood shown in a green color.
· Any rooms without a specific agency in the room name within this area are part of the shared DOL Neighborhood spaces that need to be divided among the DOL neighborhood agencies (OSHA, OFCCP, OASAM, WB, WHD) based on the DOL neighborhood multipliers.
· All other rooms that do not have a specific agency in the room name or have DOL in the room name are part of the shared DOL spaces that need to be divided among all the agencies based on the multipliers.
· These shared DOL rooms are shown in gray color.
6. Per sheet (DOL) B-A201 the key notes signify many items as CFCI (ex: microwave). Please confirm that this means contractor furnished, contractor installed. If this is so, please provide the specs for these items as I am not seeing them in the current set.
Answer: The refrigerator, microwave, and wall-mounted monitors are OFCI (owner furnished or government furnished/contractor installed) and not contractor furnished.
7. Please see attached substitution request for the Operable Partitions (Section 103438).
Answer: Substitution request is approved.
8. For the ABAAS portion: the arch. sheets for the basement, first, second, third and fourth level sheets show what looks to be a restroom area and states: “see package B drawings for work”. Can you clarify what this means and also confirm that these are restrooms not to be included in the TI as they are not shown on any interiors/enlarged plans?
Answer: Restrooms are not to be included in the TI work, they are to be included in the ABAAS work. Sheets C-A102 through C-A106 referenced the HUD/DOL portions to keep all work in each floor together for phasing purposes. Sheets A-A401 & B-A401 provide the information for this work in their respective HUD/DOL package.
9. Another question for you. On sheet B-A504 (DOL) detail 9 it shows freestanding lockers. I am having difficulty finding these on the floor plans/interiors. Also, are these the same type of lockers in the metal lockers spec? Please advise
Answer: The freestanding lockers you're referring to are provided/installed by the furniture vendor so no, these are not the same type of lockers in the metal lockers spec. FYI - The lockers are a two tier metal locker, high pressure laminate front, 18"Wx18"Dx60"H. You're building the walls around the lockers. The metal lockers spec is for the lactation room on the 7th floor.
10. The specs call out a display case in section 101200. I am having a hard time locating this on the plans. Please confirm location (DOL sheet A204/4 reception or A504 pamphlet display case?)
Answer: Display case spec section references the wall mounted literature display in the DOL reception shown in elevation on sheet B-A204 detail 4 and section detail on sheet B-A504 detail 11. Basis of Design is Magnuson Group, Magazine & Literature Display, Model FLAP-4.
11. Between the 3 sets of specs provided for ABAAS, DOL & HUD they all appear to be the same or very similar. The spec for ABAAS actually says DOL/HUD on it. Please clarify what, if any, are the differences between the specs
Answer: All specs are actually the same for all three phases of the project. All docs will be renamed to clarify this.
12. Per the bid pricing forms there are line items for the shell for DOL and HUD. Please advise on the areas/scopes that are to be included in the shell for these.
Answer: For DOL Shell/TI breakdown refer to question 5 answer. For HUD Shell costs include: Demolition, Abatement, and work in Corridor 415 and Room 414 of the 4th floor. All other work to be included as HUD TI with the exception of the ABAAS restrooms.
13. Per the DOL Cost Share Matrix in amendment 1 there is a breakdown for OFCCP at 3%. This breakdown is not found on the bid pricing form. Please advise.
Answer: Amd 01 - Exhibit 2 - Price and Services Schedule (Fully Occupied Facility) 8.4.21 & Amd 01 - Exhibit 2.1 - Price and Services Schedule (Partially Occupied Facility) 8.4.21 both include CLIN 0012 DOL BUILD-OUT (TI) - OFCCP (Amd 01)
14. I’m an equipment vendor and requesting to bid an alternate for the water source heat pumps (HP-1 thru HP-4) and mini split (AC-1/CU-1). I spoke with the engineer at Notkin and he said he’d entertain alternates but that you guys would obviously need to formally buy off on a substitution.
23 81 26 - requesting to bid Samsung.
23 81 46 - requesting to bid Waterfurnace.
Answer: Both Notkin & ECH take no exceptions to the substitution request for the alternate manufacturer although the information provided is minimal and further documentation proving that the alternate product meets the specs is necessary before any formal approval.
15. I am having difficulty locating the mobile storage shelving from spec 105326 on the interior or floor plan sheets. Please provide the locations.
Answer: Mobile Storage Shelving spec section was removed between the 95% spec and the 100% spec submittal. See DOL 100% spec file for complete project specs. File was mislabeled as it should read HUD/DOL/ABAAS 100% specs.
16. 105113 Metal Lockers spec. I found the lockers called out in the ABAAS lactation room and the equipment schedule for DOL (74 lockers); can you confirm this is correct and if any are in the HUD sections.
Answer: Refer to question 9 for response. DOL 74 lockers are provided/installed by furniture vendors. Locker specs refer to lactation room lockers. No lockers necessary for the HUD section.
17. Per spec 104413 there are 3 different types mentioned (trimless w/concealed flange vs. trimless w/hidden flange vs. exposed flat trim) Please confirm which one to use and if it is fire rated.
Answer: Use exposed flat trim to match existing recessed cabinets standard. Fire extinguisher cabinet to match the fire rating of the wall to be installed in. If the wall is not fire rated, then FEC can be nonrated.
18. DOL Sub basement overall plan A101 shows the route in and out of the parking area with a note "Parking spaces for vans and access aisles and vehicular routes serving them shall provide a vertical clearance of 98" min. relocate/remove overhead obstructions as required.”
Answer: Response to question 2 to be amended. Per discussion with GSA, Design docs to stand as is for parking re-stripping. No re-routing of lines necessary. Additional detail to be provided by AE for adding signage at parking ramp entry depicting max height of parking level.
19. Please confirm that the monitors (keynote #16 in DOL and the equipment schedule) are in fact CFCI and not OFOI.
Answer: Refer to question 6 for response.
20. Per the furniture schedule for ABAAS on sheet C-A602 it lists 2 lounge chairs as CFCI. Please confirm that these are to be FOIO or FOIC.
Answer: Lounge chairs to be CFCI.
