About this file
This engineering report provides design recommendations for upgrading the mission UPS system on NOAA's Ship Oregon II. The report reviews the existing Ferrups and Eaton UPS systems currently installed and finds them to be in good working order. However, it recommends upgrading the mission UPS to an Eaton 9PX rack mounted split-phase unit with 120/240VAC input and output located in the same space as the existing unit. The design includes an APC rack enclosure to house the new Eaton bypass switch, UPS, and three external battery units. The rack enclosure would be installed with stabilizing brackets to secure it while underway but allow movement for maintenance. The upgraded 8KVA UPS system would provide over 100 minutes of battery backup at the ship's estimated running load of 3,000VA. Attachments include schematics, layout drawings, equipment manuals and a runtime chart for the recommended upgraded mission UPS system on NOAA's Ship Oregon II.
The related federal contract opportunity is an RFQ to obtain drydocking services for NOAA's Ship Oregon II in fiscal year 2024. The solicitation includes a statement of work, forms for past performance information and questionnaires, pricing schedule, and additional vessel drawings and references. The solicitation is issued by the National Oceanic and Atmospheric Administration within the Department of Commerce.

NOAA Oregon II – Mission/Bridge UPS
Overview The NOAA ship Oregon II has an original Ferrups Mission UPS and a recently upgraded Eaton 9SX 3KVA Bridge UPS. ISA has attended the vessel and reviewed the installed UPS systems for proper function and for details relating to a planned upgrade of the ship’s mission UPS. Based on this review and any available ship’s drawings, ISA has developed a design for upgrade of the Mission UPS. New Mission UPS electrical schematics were generated to reflect the proposed system upgrade.
Findings ISA reviewed the installed system with the ship’s Chief ET and tested the function of the UPS equipment.
Both systems tested properly and were considered in good working order.
Review of the Mission UPS showed limited space to install upgraded equipment. The best location as determined by review of available space and by discussions with the Chief ET was determined to be in the same place as the existing unit.
Given the installed base of Eaton 9SX equipment, the new design is based around the Eaton 9PX rack mounted split-phase unit. The UPS is designed for 120/240VAC input and provides 120/240VAC battery backed output. The existing bypass switch is replaced by an Eaton rack-mounted split-phase bypass switch specifically designed to work with the 9PX split-phase UPS.
Recommended Actions No deficiencies were noted during review and therefore actions are required.
It is recommended that the existing UPS be upgraded in the same location as the existing Ferrups unit.
An APC rack enclosure has been selected to house the new Eaton Bypass Switch, UPS, and three (2) external battery units. This unit should fit in the existing space and has casters to allow moving the enclosure for maintenance access. The design requires that the rack enclosure be installed with stabilizing brackets mounted to the adjacent bulkhead and deck that will secure the rack enclosure while underway but that allow movement of the enclosure by disconnection for maintenance activities.
The new UPS has a single-phase capacity of 8 KVA with 120/120VAC output. At a current estimated running load of 3000 VA, the new system will provide approximately 100 minutes of battery run-time (+/- 15% base on conditions). A UPS runtime chart is provided for review.
The recommended design is provided in attached drawing NOR-EE-MUPS-001 Rev -
