1.0 SCOPE: These Detail Specifications contain the

requirements for drydock repairs to NOAA Ship Oregon II.

The National Oceanic and Atmospheric Administration (NOAA) operates a fleet of research vessels that supports research and mapping for the National Fisheries Service, National Ocean Service, Office of Atmospheric Research and the National Weather Service, as well as provides support to other Federal agencies.

These research missions are time sensitive and therefore the data must be collected at specific times during the sailing season to be meaningful. At the end of each sailing season the vessels enter a repair period (drydock or dockside) to address repairs that have been previously identified, perform upgrades to mission systems or ship systems that either extend the life of the ship or provide new data collection capabilities or for safer operations of ships systems as well as address any emergent work that would adversely affect the ships ability to safely perform its mission on schedule, while meeting all regulatory body requirements (American Bureau of Shipping and United States Coast Guard) and all habitability requirements, including any that may be required as a result of contracts for personnel to augment ship staff.

The work items in the repair specification are identified well in advance of the performance period in order meet the contracting lead times. Additional work items (emergent work) may arise during the period between the work package submittal, contract award, or even prior to the start of or during the contract performance period. In accordance with Commerce Acquisition Regulation (CAR) clause 1352.271-72, the Contracting Officer may order additional changes during the contract period of performance to address any additional work items identified as necessary to ensure the intent of the drydock or dockside repair contract is met; that is, that the vessel shall be able to safely perform its mission, that it will meet all habitability requirements and regulatory body requirements, and that such repairs will be timely performed to ensure to the maximum extent practicable that the ship's schedule is not adversely impacted.

Detail Specifications. All provisions and requirements contained therein are applicable to all work items, including all additional work items which are authorized by the Contracting Officer.

3.1.2. Some asbestos-containing materials are known to exist

on the ship and generally identified in Reference 2.1.3. The original asbestos survey was performed in 1992. Other report documents have been added based on other asbestos abatement jobs which had been performed on the ship since the original survey.

A copy of the asbestos survey report may be reviewed on board the ship and at the Gulf Marine Support Facility, Port Engineer’s Office, 151 Watts Avenue, Pascagoula, MS. The contractor shall be responsible for all removal, handling, repair, and disposal of Asbestos Containing Materials (ACM) that are identified as ACM, or presumed to contain ACM based on the test results of samples analyzed in the asbestos survey reports.

ACM abatement and removal necessary to perform other contract work in these specifications shall be in compliance with reference 2.1.2.

3.1.3. Implementation of Check Points in accordance with

Reference 2.1.4 shall amplify the requirements contained in Reference 2.1.1, sections 4.1.1.d. and 4.25. Contractor shall implement a check point system for all work items, whether or not the phrase “CHECKPOINT” is inserted in a sequence of the detail work requirements.

3.1.4. References 2.1.5 and 2.1.6 are amplifications of the

requirements contained in Reference 2.1.1, sections 4.17 and 4.21.

3.1.5. On a weekly basis (on the day preceding the Weekly

Progress Meeting) provide revised and updated copies of the Production Schedule to the COR, to reflect the actual work progress.

3.1.6. Schedule, provide and maintain a status report of all

American Bureau of Shipping (ABS) surveyor inspections and technical reviews required by ABS, during the course of the contract to ensure the ship’s ABS Load Line Certification requirements are in compliance. An ABS field surveyor is required to be on site for work items requiring ABS inspections and technical reviews. NOAA will pay ABS directly for their services under a separate purchase agreement.

3.1.7. All visual examination, hydrostatic testing, air

testing, and non-destructive testing shall be in compliance with

ABS Rules for Building and Classing Steel Vessels, Surveys After Construction, Part 7, and the ABS Load Line Technical Manual.

3.1.19. These Detail Specifications are a combination of

“performance specifications“ and “design specifications.“ Whenever possible, the Government has provided performance specifications, giving the Contractor the opportunity to accomplish the work requirements as best as he or she sees fit, while providing a fully functional repair and/or equipment/system installation in accordance with all the work requirements. When specific details are required, the Government will provide design/detail specifications; this will be more the exception than the rule. Regardless if stated or not, the contractor shall provide all required labor and material to accomplish the required work. Except when the government furnishes specific materials, then the contractor is not required to provide those specific materials.

3.1.20. In addition to invoicing requirements in the

specifications and Contract; The contractor shall submit an updated sub-contractor list with every invoice for progress payments. The sub-contractor list shall contain all sub-contractors working on the vessel along with a point of contact and payment status for each sub-contractor. All approved sub-contractor invoices shall paid in full by the prime contractor within a minimum of 30 days of receipt.

3.1.21. Frame numbers and space names are derived from ship’s drawings. All equipment changes and space modifications over the ship’s life span may not all be reflected in the referenced drawings.
