About this file

This document is an Environmental and Hazardous Materials Data Report for the Perimeter Security Road Repair project at Naval Computer and Telecommunications Area Master Station Atlantic Detachment in Cutler, Maine. Weston & Sampson Engineers conducted environmental investigations between January 29-30, 2024, which included soil sampling from seven geotechnical borings and hazardous materials testing of tower foundations and sea anchors. The investigation analyzed soil samples for multiple contaminants including metals, volatile and semi-volatile organic compounds, pesticides, PCBs, and petroleum hydrocarbons.

Key findings include: soil samples contained low levels of metals and hydrocarbons suitable for off-site disposal or on-site reuse; concrete sea anchor pipes were found to contain asbestos (12% Chrysotile, 8% Crocidolite); and paint on metal towers contained lead, cadmium, and chromium. The project is associated with Solicitation Number N4008525B2501 issued by the Department of the Navy Naval Facilities Engineering Command for roadwork repairs at NSA Cutler. Future project work will require appropriate management of asbestos-containing materials and lead-containing waste in accordance with local, state, and federal regulations.

Re: Environmental and Hazardous Materials Data Report

Perimeter Security Road Repair – Area G and Tower S-7

Naval Computer and Telecommunications Area, Master Station Atlantic Detachment

Cutler, Maine

Dear Mr. Grondin:

Weston & Sampson Engineers, Inc. (Weston & Sampson) has prepared this data report for the above-referenced project (the Project). The report provides the testing results from our sampling to characterize soil and evaluate hazardous materials that contain asbestos, heavy metals, and polychlorinated biphenyls (PCBs) within the Project area. The Project area is shown in Figure 1.

1.0 SOIL & HAZARDOUS MATERIALS INVESTIGATION

Weston & Sampson conducted the environmental and hazardous material investigation between 29 January and

30, 2024. The investigation was performed concurrently with the geotechnical subsurface explorations for Area G and Tower S-7 and included field screening and targeted soil sampling and analysis combined with a hazardous materials survey of the existing tower foundations as well as several landside sea anchors located within the Project area. The sample locations are shown in Figure 1.

1.1 Soil Sampling and Analysis

The soil investigation included assessing soil samples from seven (7) geotechnical soil borings (B-101A, B-102, B-103, B-104, B-105, B-106, and B-107) shown in Figure 1. The soil assessment included evaluating samples during geotechnical boring advancements and vacuum excavation pre-clearance activities for visual or olfactory contamination and the presence of volatile organic compounds (VOCs) using photoionization detector (PID). One representative shallow soil sample at each location was also collected for laboratory analysis during vacuum excavation. Shallow soil samples were collected from depths up to 5 feet below ground surface (ft bgs) and submitted for disposal characterization analysis:

• Resource Conservation and Recovery Act (RCRA) 8 Metals,

• Toxic Leaching Procedure (TCLP) RCRA 8 Metals,

• Volatile Organic Compounds (VOCs),

• Semi-Volatile Organic Compounds (SVOCs),

• Pesticides,

• Herbicides,

• Polychlorinated biphenyls (PCBs),

• Total Petroleum Hydrocarbons (TPH),

• Flashpoint,

• pH (Corrosivity), and

• Reactive Sulfide and Cyanide

The sample results are summarized in Table 1. The laboratory data reports are included in Attachment A.

1.2 Hazardous Materials Sampling and Analysis

On 30 November 2023, Weston & Sampson performed a preliminary visual inspection of the Tower S-7 guy wire foundations located in the vicinity of B-105 and B-106. Based on the inspection, the concrete foundations and an apparent patching compound applied to the foundation were sampled for asbestos, while paint samples from the metal towers and the concrete patching compound were analyzed for PCBs, lead, cadmium, and chromium. The concrete patch was also analyzed for toxicity characteristic leaching procedure (TCLP) lead. As noted above, asbestos samples from three (3) representative sea anchors (143, 144, and 145) located along the perimeter access road were also sampled for asbestos.

Weston & Sampson collected the hazardous materials samples on 30 January 2024. The sampling was performed under the oversight of a Maine-licensed asbestos inspector (#AI-0380) in accordance with National Emissions

Standards for Hazardous Air Pollutants (NESHAP), Asbestos Hazard Emergency Response Action (AHERA), and other applicable state and federal requirements. Laboratory data reports are provided in Attachment A.

2.0 INVESTIGATION RESULTS

2.1 Soil Results

In general, subsurface conditions encountered in the Project area consisted of sand and gravel fill material that was underlain by native sand and gravel with occasional evidence of peat and organic soils. No staining, odor, or other evidence of contamination was identified. Similarly, the PID field screening results were less than 3.0 parts per million (ppm), except at B-104 where 18.8 ppm was detected at approximately 15 ft bgs. The elevated PID result at this location is likely attributed to a layer of organic soil encountered at this location and depth. Additional information about subsurface conditions is provided with the geotechnical report that is being submitted under separate cover.

As shown in Table 1, representative composite soil samples were collected between 0 to 5 ft bgs at B-102 and B-

103. Due to shallow refusal or groundwater, samples were collected at the remaining locations between 1 and 4.5 ft bgs. The sampling results identified select metals and petroleum hydrocarbon concentrations as well as a low levels of acetone, a common laboratory contaminant, in several samples and toluene at one location (B-107).

Where detected, the concentrations for all parameters were below their Maine Department of Environmental

Protection (MEDEP) Commercial Worker and Construction Worker Remedial Action Guidelines (RAGs). The TCLP metals testing results were also below the RCRA characteristic threshold concentrations.

2.2 Hazardous Material Results

Materials that contain greater than or equal to one percent (>1%) asbestos are considered asbestos containing material (ACM). Based on the testing results, the concrete and side coating for the existing Tower S-7 foundations does not contain asbestos, nor do the concrete caps associated with sea anchors. The concrete anchor pipes were found to contain asbestos (12% Chrysotile, 8% Crocidolite).

The heavy metals and PCB sampling results are summarized in Table 2. As shown, the paint sampling results from

B-105 and B-106 identified various concentrations of chromium and lead, and low cadmium concentrations at B-

106. Low chromium and lead concentrations were also identified in the patching compound applied to the foundation at B-105. The TCLP lead concentration in the paint was below the laboratory reporting limit. PCBs were not detected above the laboratory reporting limit in the paint or patching compound.

3.0 CONCLUSIONS

Weston & Sampson performed an investigation to evaluate soil and hazardous materials within the Project area.

The results indicate the following:

• Soil contains low levels of select total and TCLP metals and petroleum hydrocarbons. Based on the concentrations detected, surplus soil generated during the Project appears suitable for off-site transportation and disposal at a licensed non-hazardous landfill. Alternatively, soil may be suitable for on-site reuse.

• ACM was not identified at the Tower S-7 foundations or concrete sea anchor caps. The concrete sea anchor pipes are considered ACM. If required, demolition/removal of the sea anchor pipes will require appropriate management under the oversight of a licensed asbestos abatement contractor.

• The paint on the Tower S-7 metal towers and patching compound contains lead, cadmium, and chromium. The management and disposal of lead containing waste must be done in accordance with applicable local, state, and federal regulations. Since TCLP lead concentrations were below their RCRA threshold criteria, debris appears suitable for off-site recycling or disposal as non-hazardous waste.

Similarly, since PCB concentration were not detected above laboratory reporting limits, the painted debris is not considered Bulk Product Waste and not regulated under Toxic Substance Control Act (TSCA).

If you have any questions or would like to discuss our environmental investigation findings, please contact the undersigned at bridgeot@wseinc.com.

Sincerely, WESTON & SAMPSON ENGINEERS, INC.

Analytical Summary

The project as described above has been analyzed in accordance with the ESS Quality Assurance Plan.

This plan utilizes the following methodologies: US EPA SW-846, US EPA Methods for Chemical

Analysis of Water and Wastes per 40 CFR Part 136, APHA Standard Methods for the Examination of

Water and Wastewater, American Society for Testing and Materials (ASTM), and other recognized methodologies. The analyses with these noted observations are in conformance to the Quality Assurance

Plan. In chromatographic analysis, manual integration is frequently used instead of automated integration because it produces more accurate results.

The test results present in this report are in compliance with TNI and relative state standards, and/or client Quality Assurance Project Plans (QAPP). The laboratory has reviewed the following: Sample

Preservations, Hold Times, Initial Calibrations, Continuing Calibrations, Method Blanks, Blank Spikes, Blank Spike Duplicates, Duplicates, Matrix Spikes, Matrix Spike Duplicates, Surrogates and Internal

Standards. Any results which were found to be outside of the recommended ranges stated in our SOPs will be noted in the Project Narrative.
