2020 Architect/Engineer Construction Management/Inspection Support

Services for the States of Maryland, Virginia, the District of Columbia, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Tennessee, Arkansas, Louisiana, Puerto Rico, and the Virgin Islands, Maine, Vermont, New Hampshire, Massachusetts, Connecticut, Rhode Island, New York, New Jersey, Delaware, Pennsylvania, West Virginia, Ohio, Michigan, Indiana, Kentucky, Wisconsin, Iowa, Minnesota, Illinois, Missouri, and other States within the continental United States as required.

This announcement is issued as the Request for Qualifications for Architect and Engineering (A/E) firms interested in being evaluated to receive an A/E contract. Eastern Federal Lands Highway Division (EFLHD) of the Federal Highway Administration (FHWA) anticipates awarding up to SIX (6) Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts for Architect- Engineer (A/E) Services under this announcement with up to TWO (2) Contracts reserved exclusively for Small Business Concerns.

Selected firms must comply with Equal Employment Opportunity requirements in accordance with FAR 22.8. The North American Industry Classification System (NAICS) code for this acquisition is 541330 (Engineering Services); the small business size standard is $16.5 million.

A/E firms meeting the requirements described in this announcement are invited to SUBMIT A COMPLETED SF 330. Firms responding should submit a single SF 330 and list their intended use of outside consultants or associates in Part I, Section C. Outside consultants can supplement a firms capabilities but shall not be used as a basis for your firm to meet the Minimum Requirements, Evaluation Factor 1 or 2. Discussion on use of outside consultants may be used in Evaluation Factor 3 and 4. The list of up to 5 projects included in Part I, Section F, of the SF 330 should be projects demonstrating the competence of the firm. Section F may not exceed 20 pages single-sided, and the minimum acceptable text size in Section F is 12 font. The business size status should be indicated in Part II, block 5b of the SF 330. No other type of submittal is desired and will not be considered in the evaluation.

This is NOT a request for proposal. A solicitation package is not available.

Description of the Proposed Contract Services: The contract will be for Construction Management/Inspection Support Services for selected highway and bridge construction projects awarded by EFLHD primarily located in the States of Maryland, Virginia, the District of Columbia, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Tennessee, Arkansas, Louisiana, Puerto Rico, and the Virgin Islands, Maine, Vermont, New Hampshire, Massachusetts, Connecticut, Rhode Island, New York, New Jersey, Delaware, Pennsylvania, West Virginia, Ohio, Michigan, Indiana, Kentucky, Wisconsin, Iowa, Minnesota, Illinois, Missouri, and other States within the continental United States as required. Construction Management/Inspection Support Services include constructability reviews, construction phase management, construction inspection; and other miscellaneous services performed during the preconstruction phase, construction phase, or post construction phase.

Maximum potential IDIQ amount: The maximum potential amount of all task orders issued against all contracts awarded shall not exceed a shared-ceiling value of $100,000,000.00, of which $20,000,000.00 will be shared between small businesses.

Minimum guarantee: The minimum guarantee amount for the life of the contract will be $100,000.00.

Estimated Task Order Amounts: Task orders awarded as a result of A/E Services under the contracts may range in dollar value from $1,000-$10,000,000.

Proposed Contract Type: Individual task orders will be Firm-Fixed Price.

OFFERORS MUST HAVE A CURRENT (APPROVED) SYSTEM FOR AWARD MANAGEMENT (SAM)

REGISTRATION PRIOR TO SUBMITTING AN OFFER as prescribed in FAR 52.204-7 System for Award Management.

If your firm is a Small Business, ensure your firm is self-certified as a small business concern in SAM 52.219-1 under NAICS code 541330.

MINIMUM REQUIREMENTS Offerors not meeting these requirements will not be evaluated further. Submit information for the following minimum requirements criteria in Section F of the SF

330. An Indefinite Delivery Indefinite Quantity (IDIQ) or BPA with multiple combined awards will not be considered as a project. A project is considered a single awarded Contract, a Task Order under an IDIQ, Delivery Order, Blanket Purchase Agreement (BPA) Call, Purchase Order or Subcontract. Complete one Section F per project, the Section F shall not exceed four (4) pages single-sided per project, minimum acceptable text size is 12-point, pages beyond the four (4) page limit will not be reviewed.

A. Identify three (3) to five (5) projects where your firm operated as the primary provider of

Construction Management/Inspection Support Services (Primary provider means the offeror self-performed more than 50%, by dollar, of the Construction Management/Inspection Support Services). All relevant experience identified shall have been performed between January 1, 2015 and submission of these qualifications with the project being 100% completed and at least 50% of the work self-performed. Projects of outside consultants will not be considered. The projects shall meet the following criteria:

i. Value of Construction Management/Inspection Support Services greater than $75,000.00; and

ii. Four (4) month minimum onsite performance duration.

B. Three (3) of the projects from item (A) must be:

i. A road/highway project or a highway bridge project; and

ii. In a rural location (as defined by the U.S. Census Bureau); and

iii. Constructed for a Federal, state or county agency.

Basis for Award This is a competitive solicitation. The Government will evaluate the Statements of Qualifications based on the evaluation factors listed below and will make awards to the most qualified offerors based on this evaluation.

The relative importance of the evaluation factors are as follows:

Factor 1: Most important Factor 2: Second most important Factor 3: Third most important.

Factor 4: Fourth most important.

Evaluation Factors and submission details for this A/E acquisition are as follows:

Evaluation Factor 1 - Specialized Experience Specialized recent experience and technical competence as the primary provider of onsite Construction Management/Inspection Support Services work on road/highway and/or highway bridge construction projects. An Indefinite Delivery Indefinite Quantity (IDIQ) or BPA with multiple combined awards will not be considered as a project. A project is considered a single awarded Contract, a Task Order under an IDIQ, Delivery Order, Blanket Purchase Agreement (BPA) Call, Purchase Order or Subcontract. Projects of outside consultants will not be considered. To be considered, projects must meet the requirements of item A in the minimum requirements section.

Complete one Section F per project, up to 5 projects which shall include all the projects identified for meeting the Minimum Requirements section. Section F shall not exceed four (4) pages single-sided per project; minimum acceptable text size is 12-point, pages beyond the four (4) page limit will not be reviewed.

B. Provide narrative responses in Section F of the SF330, BLOCK 24 addressing the following elements:

1) If applicable, identify the duties performed by the onsite Consultant Project

Engineer Management personnel.

2) If applicable, identify the duties performed by the onsite Construction Inspection personnel.

3) Describe the process the offeror followed to provide Construction

Management/Inspection Support Services support on this project. Include the offeror's policies for travel and lodging, logistics coordination for remote locations and resource management, as applicable.

4) Describe the offeror’s contract management and administration processes followed during performance of this project. Include overall direction, management controls, administration support, and resource coordination to accomplish the contractual functions. Include scheduling, training, placement, supervision, resolving personnel challenges, evaluating staff, security and background clearance processes and administration, and safety program management.

5) Describe the quality assurance and quality control (QA/QC) plan followed on this project from submission of qualified personnel thru project completion.

6) If applicable, describe any and all partnerships with small businesses.

7) If applicable, describe any hiring processes where candidates local to the project site are considered.

Submit Evaluation Factor 1 information in Section F SF 330. Only information contained in Section F of the SF 330 will be used to evaluate Factor 1.

Evaluation Factor 2 - Professional Qualifications Identify professional qualifications of the offerors key personnel for the satisfactory performance of the following positions. Resumes submitted for key personnel of outside consultants will not be considered. Submit information in Section E of the SF330. (See Draft SOW for position definitions)

Evaluation Factor 3 – Past Performance Provide the final rating/evaluation documents from the Offeror’s last 10 completed projects. The Government will also obtain Past Performance from a review of records in the Contractor Performance Assessment Reporting System (CPARS). If the Offeror has no past performance history in CPARS and the Offeror does not provide any rating/evaluation documentation, the Offeror will be rated neutral (Marginal).

Blue Outstanding • Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

• At least one Exceptional rating

• No marginal or below rating factors.

Purple Good • Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

• At least one Very good or better rating.

• No marginal or below rating factors.

Green Acceptable • Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

• 75% of factor ratings are Satisfactory or better.

Yellow Marginal • Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

• At least one Satisfactory or better rating.

Red Unacceptable • Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Evaluation Factor 4 – Capacity to Accomplish Work Provide a narrative which demonstrates the offeror’s overall capacity and capability to accomplish the project work in EFLHD’s geographic areas for the following items:

A. Task order administration for providing qualified on-site personnel; including situations such as when multiple clients under this and other contracts request personnel in excess of the Offeror's workforce.

B. Recruitment and support of personnel during periods of normal and increased workloads.

Identify the recruitment and retention plan for proposing and maintaining qualified staff.

C. QA/QC plan to assure qualified personnel are submitted. Include (1) training, (2) scheduling, (3) placement, (4) supervision, (5) resolving personnel challenges, (6) evaluating staff, (7) security and background clearance processes and administration, and

(8) safety program.

Submit Evaluation Factor 4 information in Section H of the SF 330. Only information contained in Section H of the SF 330 will be used to evaluate Factor 4. Narrative submitted for Evaluation Factor 4 shall not exceed three (pages) single-sided, minimum acceptable text size 12-point
