The purpose of this Amendment is to:
1. Provide a summary of responses to questions/clarifications asked by potential contractors.
2. Statement of Qualifications due date has changed from November 5, 2020 to November 10, 2020 at 2:00 PM EST.
Questions / Clarifications:
The following questions were submitted to Eastern Federal Lands Highway Division regarding the project name 2020 Architect/Engineer Construction Management/Inspection Support Services. The Government response or clarification is provided.

1 Can a firm that is priming a team and submitting a proposal for the unrestricted contract also be a subconsultant to another team submitting a proposal for the unrestricted contract?
Yes (see amendment 001- questions No. 33).
2 Can you clarify and confirm all of the requirements for the offeror’s Project Manager (PM) position?
From the SOW draft page 3, – “The Firm shall assign a Project Manager (PM) to oversee the contract. The PM shall be a Registered Professional Engineer and shall be the Firm’s primary point of contact for the ACO and COR. The PM’s duties include supervision and coordination of the COP”. the minimum requirement for Project Manager is;
-Be Registered Professional Engineer, -Have a minimum of 3 years of experience in administration of highway and bridge construction projects.
-Must proficiency with the use of internet and computer software programs including Microsoft Word, Outlook, and Excel.
-PM is expected to have good oral and written communication skills, and must be able to coordinate, provide training and schedule the efforts of others.
3 Will the Project Manager (PM) now be part of Evaluation Factor 2 – Professional Qualifications and/or considered the offeror’s key personnel?
As per the requirement of the SOW draft the PM must be Registered Professional Engineer, it should be part of Evaluation Factor 2 - Professional Qualifications and considered offeror’s key personnel.
4 The third paragraph of the solicitation states that we are to “list intended use of outside consultant or associates in Part I, Section C”. Are we correct
Yes, no SF330s are required for outside consultants.
in believing that there are no SF330 Section F requirements for outside consultants?
5 Does this Multiple Award Task Order require that we work in ALL states listed on the cover page?
Yes, the principal firm should be able to provide local resources to the States listed on the RFQ.
6 Revised RFQ (10-15-20), Page 5-6. Evaluation Factor 2 – Professional Qualifications. In the Revised RFQ, page 5 eliminates key personnel C.

However, page 6 states “Submit a minimum of three (3) Section E’s for key personnel A and B listed above and one (1) Section E for key personnel C and D (if applicable). Do not submit more than fifteen (15) Section E’s total for the four
(4) key personnel positions listed above.”
a. Please verify that no resume or position on the organization chart is to be provided by the Offeror in the submission for key personnel C (Consultant Management Firm Project Executive).
b. Please verify there are no longer 4 key personnel positions and only 3 key personnel positions will be evaluated.
c. Should a Section E resume for the Project Manager, as provided in the Draft Scope of Work, be submitted among the 15 total resumes for Section E or will this be addressed during the Phase 2 process?
a. No Resume needed for the Consultant Management Firm Project Executive (CMex) Position.
Resume is needed for the PM Position.
b. Only 3 key positions will be evaluated;

7 Amendment 001. Page 3. Question 4. The response to question 4 in Amendment 001 regarding relevant experience states, “Experience is independent of the completion status of the parent construction project. In other words, the project doesn’t need to be completed by any specific date to qualify.” However, in the Revised RFQ, page 3 states, “All relevant experience identified shall have been performed between
A Project substantially completed with at least of 50% of the self-work performed will be allowed as relevant experience in Section F.
January 1, 2015 and submission of these qualifications with the project being 100% completed and at least 50% of the work self-performed.”
a. Please advise if projects need to be 100% completed by the submission date or if substantially completed projects are allowed as relevant experience in Section F.
8 Amendment 001. Page 8-9. Questions 29 and 37.
In the Responses to Questions provided in Amendment 0001 the Responses to Q.29 and Q.37 conflict for Section H.
a. Please indicate the allowable page count for the entire Section H to be submitted.
b. If Section H can include additional information beyond the information specified for Evaluation Factor 4, will this additional information be scored and evaluated in Evaluation Factor 4 or will this information be used as part of another evaluation factor? If the latter, please specify under which factor the additional information will be evaluated.
a. Section H of the SF 330 for the Evaluation of Factor 4 shall not exceed three (pages) single-sided.
b. Additional information can be provided under Section H, however the same must be relevant with the Firm’s capacity to accomplish work.
Additional information will be evaluated only under evaluation Factor 4.
9 We are requesting an extension of the submission deadline from Thursday November 5, 2020 to Thursday November 12, 2020. We believe the additional time would provide all offerors ample time to adjust their proposals according to the responses to all questions received and provide a more comprehensive response to EFLHD.

10 Is it acceptable for the 2 JV firms to be registered with SAM separately/individually and submitting a teaming agreement indicating their intentions to form a legal joint venture entity if awarded a contract?
No, per FAR 4.1102 and as established on the Amendment #01- The Joint-Venture needs to be registered in SAM at the time of offer submission.
11 Please clarify whether we may include additional information in SF 330 Part I H in addition to the three pages allowed to respond to Evaluation Factor 4.
Any additional information in Section H of the SF 330 shall be contained within the three pages as specified on the RFQ. SF330 Forms are included in the attachment section of the request for qualification at www.beta.sam.gov
12 Can you please share a template of the SF330 format you are requesting for this Request for Qualifications?

13 Draft SOW – Construction Inspector III Qualifications. Please confirm the minimum qualifications for the CI-III are similar to the CI-II in that they are required to hold “One of the following minimum qualifications in the highway/bridge construction field:”
o NICET and/or o EIT Certificate and/or o Associates Degree in Engineering
Technology and/or o Minimum of number of (6 stated for
CI-III) years of increasingly responsible construction engineering experience….

Minimum qualification
CI-III shall Posses at least one following;
- NICET Certificate – Level III or higher, or equivalent state certificate
- EIT Certificate
- Associate’s Degree in Engineering Technology
In addition to one of the minimum qualification above, the CI-III must have a minimum of 6 years of increasingly responsible http://www.beta.sam.gov/ http://www.beta.sam.gov/ experience, including at least 1 year serving as Project or Resident Engineer or Assistant Project or Resident Engineer on State or Federal highway or bridge construction projects.

14 Amendment 001, page 4 of 11, Item 10. The response indicates a “Request for Proposal of Phase II”. Is this a multi-phase selection process?
Yes.
15 We are submitting with a teaming agreement between 3 firms. Do we have to divide the amount of past performance reviews equally among all 3 team members? If so, that would leave one extra.

Project Number is defined as alphanumeric code utilized for project identification besides the Project name/location.
19 The RFQ states that Section H is limited to 3 pages.
May we include Section I on a separate page?
No.
20 Is there any chance that you can extend the deadline for this pursuit?

21 The amendment states that the Statement of Qualifications is due by 2:00 EST. EST does not begin until Nov. 6th. Do you mean by 2:00 EDT? Please clarify.
Eastern Standard Time (EST) begins on Sunday, November 1, 2020. That said, the SOQs are due on November 10, 2020 at 2:00 PM EST.
22 Please clarify the maximum number of pages per resume and what each should contain. Can the resume include a first page consisting of project descriptions in the SF 330 Section E format followed by the 2 additional pages containing more projects descriptions also in the Section E resume format? Or do the 2 additional pages have to include content other than project descriptions?
The maximum number of pages for professional qualification is three; 1 Section E form plus 2 pages of supporting documentation. The 2 additional pages can include Resumes, Licensures, Certificates etc.
23 Evaluation Factor 1 – Do 3 of the 5 project descriptions have to be projects located in rural areas?
Yes
24 Draft Scope of Work, bottom of page 3 requires that “The Firm shall assign a Project Manager (PM) to oversee the contract. The PM shall be a Registered Professional Engineer and shall be the Firm’s primary point of contact for the ACO and

a. Question: the PM is not listed as a key personnel under Evaluation Factor 2; please confirm if a resume is required for the PM position
b. Question: if a PM resume is required, please provide the position description/qualifications for the PM position
a. resume for the PM position is required and it will be evaluated under factor 2.
b. see response of question No. 4 of this amendment; PM minimum qualifications will be included on the SOW draft.
25 Please define the position description/qualifications for the position of the “Personnel responsible for training and hiring personnel assigned to EFLHD projects”
The firm’s Project Manager will be performing these duties.
26 Q&A #3 states that each resume should be one page for the section E resume format plus 2 pages of supporting documentation; is it acceptable if we use the extra two pages to continue to list project experience for the person being presented?
27 Q&A #29 confirmed that only Evaluation Factor 4 information in Section H would be evaluated and rated. However, within Q&A #37, it is noted that responses may include other information in Section H (i.e., sub quals, additional experience, etc…). Will information outside of material required to meet Evaluation Factor 4 be evaluated and rated in Section H? And if rated/evaluated, please provide the corresponding evaluation factors.
Information in Section H outside the narrative requirements to meet Evaluation Factor 4 - Capacity to Accomplish Work won’t be rated.
28 Evaluation Factor 3 - Past Performance 7 - Provide the final rating/evaluation documents from the Offeror’s last 10 completed projects. The Government will also obtain Past Performance from a review of records in the Contractor Performance Assessment Reporting System (CPARS). If the Offeror has no past performance history in CPARS and the Offeror does not provide any rating/evaluation documentation, the Offeror will be rated neutral (Marginal).
a. Question: Where should these rating sheets be placed? After Section F, after Section I or after SF330 Part II?
Past Performance should be attached at the end of the proposal. - after SF330 Part II
