The purpose of this Amendment is to:

1. Provide a summary of responses to questions/clarifications asked by potential contractors.

2. Statement of Qualifications due date remains unchanged. Statement of Qualifications are due November 5, 2020 at 2:00 PM EST.

Questions / Clarifications:

The following questions were submitted to Eastern Federal Lands Highway Division regarding the project name 2020 Architect/Engineer Construction Management/Inspection Support Services. The Government response or clarification is provided.

2 Evaluation Factor 2 – Professional Qualifications indicates that additional supporting documentation may be included for each key personnel. Please clarify what can be provided for supporting documentation.

Resumes, Licensures, Certificates etc.

3 Evaluation Factor 2 – Professional Qualifications.

Please clarify if the page for each resume is two pages (Section E form plus supporting documentation) or is it 3 pages (Section E form plus 2 pages of supporting documentation)?

4 If the relevant experience of the work being evaluated is substantially completed as defined in the Federal Lands Highway Construction Manual and Subsection

101.04 of the Standard Specifications, will it meet the Minimum Requirement intent of relevant experience being performed between January 1, 2015 and the submission date (The point at which the project is complete such that it can be safely and effectively used by the public without further delays, disruption, or other impediments.)

Experience is independent of the completion status of the parent construction project. In other words, the project doesn’t need to be completed by any specific date to qualify.

5 Page 5. Evaluation Factor 2 – Professional Qualifications. The RFP states “See Draft SOW for position definitions” of required staffing. Will a draft SOW or position descriptions be provided?

Draft SOW is now attached which defines position descriptions.

6 Page 7. Evaluation Factor 3 – Past Performance. The RFQ requests “final rating/evaluation documents from the Offeror’s last 10 completed projects.”

Should these reviews be from the projects listed in Section F? If so, should the total reviews be limited to the 5 projects allowed in that section?

Completed projects is defined by construction management and/or inspections projects only. Provide the last 10 CM/CI projects performed.

7 Page 7. Evaluation Factor 3 – Past Performance. Is “completed projects” defined as completed construction management and/or inspection projects only, or does it include all projects the firm has completed?

8 Page 7. Evaluation Factor 3 – Past Performance. Should we include the project reviews in the submission, or should we have our clients email them to EFLHD directly?

Please provide your project reviews in the submission.

9 Page 7. Evaluation Factor 3 – Past Performance. If submitting as a joint venture, does each member of the JV have to submit 10 past performance reviews or 10 reviews collectively?

If a Joint Venture, each firm must provide five past performance reviews each for a total of 10 for the JV.

10 General. The RFQ does not define small and disadvantaged business requirement goals for this IDIQ. Will these goals be defined at the task order level? Should we include small/disadvantaged businesses in our submittal?

The Small and Disadvantages goals will be furnished with the Request for Proposal of Phase II.

11 Evaluation Factor 1 – Specialized Experience: There is a statement that “Projects of outside consultants will not be considered.” Will you please clarify what is meant by “outside consultants”? May we submit experience of our team member companies for consideration?

Outside Consultants is defined as Subcontractors.

12 Evaluation Factor 2 – Professional Qualifications: There is a statement that “Resumes submitted for key personnel of outside consultants will not be considered.” Will you please clarify what is meant by “outside consultants”? May we submit resumes from our team member companies for consideration?

13 On RFQ Page 5, under Evaluation Factor 2-Professional Qualifications, it states, “See Draft SOW for position definitions.” However, there is no draft SOW listed in the advertisement or the Attachments/Links section of the FHWA Sam.Gov website. What are the position definitions and requirements for the key personnel (Project Office Engineer (POE), Consultant Inspector (CI), Consultant Management Firm Project Executive (CMEx), and Personnel responsible for training and hiring personnel assigned to EFLHD projects)?

14 Is it acceptable for the Evaluation Factor 3- Past Performance evaluations to be included as an appendix, since placement in the submittal was not specified?

Yes.

15 Will there be an oral presentation of shortlisted teams?

No oral presentations will be afforded in Phase I nor Phase II.

16 In the RFQ, “Minimum Requirements” section, part B, it states:

“Three (3) of the projects from item (A) must be:

i. A road/highway project or a highway bridge project; and

ii. In a rural location (as defined by the U.S.

Census Bureau); and

iii. Constructed for a Federal, state, or county agency."

Please clarify if each writeup is required to include all the criteria listed above, or if just one piece of criteria out of the list to be met per project writeup.

Three of the projects submitted must meet all three criteria each.

17 Regarding Minimum Requirements under Item A and under Evaluation Factor 1 – “Projects of outside consultants will not be considered”, is this to be interpreted that only the Prime’s past projects will be considered as Minimum Requirements or will our teaming partner’s projects be allowed?

20 Can we get a copy of the Draft SOW for position definitions written in Evaluation Factor 2?

21 In Evaluation Factor 3, how does “Offeror’s last 10 completed projects” compare to the Minimum Requirements Section of 3 (three) to 5 (five) projects?

and/or inspections projects only. The last 10 projects completed can be completely different from that of three to five projects provided under the “Minimum Requirements” section of the RFQ.

22 Page 2 of the RFQ states that offerors must have a current (approved) SAM registration at the time of submission. Does a joint venture (JV) entity need to be registered, or is the individual registration of each JV entity sufficient?

The Joint-Venture needs to be registered in SAM at the time of offer submission.

23 Page 5 of the RFQ references a Draft SOW for position definitions. However, this document does not appear to be posted as an attachment in SAM. Can this document be provided?

24 Evaluation Factor 3 - Past Performance 7 - Provide the final rating/evaluation documents from the Offeror’s last 10 completed projects. The Government will also obtain Past Performance from a review of records in the Contractor Performance Assessment Reporting System (CPARS). If the Offeror has no past performance history in CPARS and the Offeror does not provide any rating/evaluation documentation, the Offeror will be rated neutral (Marginal).

Question: Where should these rating sheets be placed? After Section F, after Section I or after SF330 Part II?

They can be listed as attachments.

25 Extension Request: We have a number of outstanding questions on this solicitation; since our proposal will dictated by the answers to these questions, we respectfully request an extension to allow us to properly incorporate those answers into our final submission.

2:00 PM EST.

26 Evaluation Factor #1, Specialized Experience - One of the minimum requirements for projects is that 3 of them must be in a rural location, as defined by the U.S.

Census Bureau (i.e., The Census Bureau identifies two types of urban areas: Urbanized Areas (UAs) of 50,000 or more people; Urban Clusters (UCs) of at least 2,500 and less than 50,000 people. “Rural” encompasses all population, housing, and territory not included within an urban area.

Question: Some of our CM/CI projects cover long stretches of road, and may encompass both rural and urban areas. In addition, due to urbanization across the East, roads in rural areas with less than 2,500 people are shrinking and not as robust as in the past. For these reasons, we would request that this requirement be removed from the solicitation.

This requirement stands.

27 There is no guidance provided for the development of the Section D Org Chart.

Question: Please confirm that we can use a 11”x17”, double sided with text on the back, to showcase our org chart information.

Yes and 11”x17” is acceptable.

28 Evaluation Factor #3, Past Performance – Provide the final rating/evaluation documents from the Offeror’s last 10 completed projects Question: Please provide guidance on his requirement;

we are a large business and our last 10 completed projects may not be road or bridge CM/CI projects. In addition, since most of our past road and bridge projects are for state/local government DOT agencies (i.e., no CPARS in the system), can we prove client reference information for this section?

29 Section H Format:

Question: Please confirm that the only information required for Section H is the 3 pages to respond to Evaluation Factor 4 – Capacity to Accomplish Work;

this is the only information that will be evaluated in Section H.

Yes, that’s correct.

30 I am confused as to the number pages that may be included in Section F. We are to include one project per form page. Page 1 asks for 3-5 projects for a maximum of 20 pages in Section F. Page 2 asks for 3-5 projects for a Section F max of 4 pages. Page 3 asks for up to 5 projects for a 4-page section F max. So my questions are as follows:

Is there a 20 or a 4-page maximum?

Since we put one project on each SF330 Section F form page, how could we have a 4-page max if you are asking for up to five projects? Is the “page maximum” talking about pages to include in addition to the form pages?

There is a four-page maximum page per project. Those four pages includes one page from Section F and up to three additional pages. There is a maximum of 20 pages if five projects are submitted.

31 Within graphics and tables, may we use a smaller font size than 12 pt.?

Yes, but no smaller than 10 font.

32 We anticipate including a relevant project for Evaluation Factor 1, Specialized Experience, for which the original period of performance is 100% complete but we have an open amendment. Is this project allowable if we use the original SOW, value, period of performance, for the original TO award without including the current amendment?

If the original period of performance is 100% complete the project can be submitted for consideration.

33 Can a firm that is priming a team and submitting a proposal for the unrestricted contract also be a subconsultant to a small business submitting a proposal for the small business contract?

34 Can we include subs in key personnel positions but not provide resume for them? For example, may we include a POE from a subconsultant to cover projects in the Southeastern US under the supervision of CES’ POE (for whom we included a resume) located in CES’ Mid-Atlantic office?

Subcontractors can be used but they will not be considered under Evaluation Factor 2.

35 Can a letter of recommendation be counted as a final rating/evaluation document? Should these final rating/evaluation documents be incorporated into section H or be included as an attachment at the end of the proposal.

No.

Past Performance should be attached at the end of the proposal.

36 Concerning Evaluation Factor 3: Will the EFLHD consider non CPARS past performance statements from State and Municipal Owners in cases where the respondent has not performed work that was evaluated in CPARS?

Yes.

37 Can Section H include other information in addition to information pertaining to Evaluation Factor 4? For example, can we include a summary of our subconsultants’ qualifications or expand the Prime’s construction management experience.

38 Will Section G be rated under evaluation factor 1 or evaluation factor 2?

Evaluation Factor 2.

39 Is there a minimum number of years of experience required for the Project Office Engineers?

See Draft SOW and RFQ.

40 Is the CMEx required to be a licensed professional engineer?

41 Are there a minimum number of years of experience required for the consultant inspectors?

42 Are state DOT-approved certifications acceptable for consultant inspectors?

43 To get outstanding rating, must all 5 projects have contract values of over $500K?

No. Only a single project greater than $500K is required.

44 Are Joint Ventures permitted to submit for the small-business set aside contracts for the FHWA 2020 Architect/Engineer Construction Management/Inspection Support Services #693C73- 20-R-000016?

45 Do we need to name the small business sub-consultants in the SOQ at this time?

50 Can a font size smaller than 12 point be used for the organization chart?

Yes, but no less than 10 font.

51 Our questions center on Factor 3, specifically:

Is there a specific format or series of evaluation elements EFLHD expects for responses to ratings/evaluation documents (word docx, email, etc.)?

Please complete the Past Performance Questioner attached only if the agency hasn’t provided a Past Performance evaluation.

52 Will responses for this Factor count against page totals for Section F? Or is there a page limit for Factor 3?

No. The response for Factor 3 doesn’t not count against Section F.
