About this file
This file is a proposal submission template for the City of Long Beach's Materials Testing and Inspection contract opportunity in California. The document outlines three primary proposal sections that respondents must complete. Section 1 requires a cover letter with table of contents, proposer contact information, and organizational capacity details, including enterprise type, incorporation status, total employee count, firm history, staffing plan with allocation percentages, and five project references with contact information and project dates. Section 2 demands a Statement of Qualifications addressing project understanding and approach, identification of key staff with resumes not exceeding two pages that demonstrate comparable project experience and years of employment, availability statements, three personal references per staff member, and three recent project reference summaries from the Southern California region detailing whether the firm served as prime consultant or subconsultant, services provided, agency contact information, project phases, special problems encountered and resolutions, cost control metrics, schedule management, and any awards received.
Section 3 requires documentation of all proposed sub-consultants, including their contact information, organizational type, specific SOQ requirements they will perform, California Department of Industrial Relations registration status if applicable, qualifications narrative, length of service experience, employee counts at national and local levels with specific Long Beach residency data, and location of account service representatives. The proposal template emphasizes that the City may independently verify information provided and that failure to supply accurate contact information or adequate project reference summaries may negatively impact evaluation. The materials testing and inspection services outlined suggest the City is seeking qualified firms to provide comprehensive testing and inspection capabilities, likely for public works or infrastructure projects.
