RFQ PW-23-269 Addendum No. 1 Summary
This is Addendum No. 1 to Request for Qualifications (RFQ) PW-23-269 issued by the City of Long Beach Department of Financial Management for As-Needed Construction Materials Testing, Hazardous Materials Testing, and Special Inspection Services. The City seeks qualified consultants to provide services across three main categories: On-Call Materials Testing and Inspection Services (Sections 2.1.1 and 2.1.2), On-Call Environmental Services (Section 2.1.3), and On-Call Hazardous Material Testing and Services (Section 2.1.4). Proposers may submit proposals for one or multiple service categories. The second round of questions is due by 11:00 AM on January 7, 2025, with final proposals due by 11:00 AM on January 28, 2025. The revised RFQ PW-23-269 Version 2 has been uploaded to Long Beach Buys, with attachments renamed and some removed. This addendum changes and supersedes language in the original RFQ, and proposers who fail to submit the signed acknowledgment may be disqualified.
The contract represents a replacement to the existing Materials Testing and Inspection services agreement and will result in new contracts for Environmental and Hazardous Materials Testing. Current incumbents include Ninyo & Moore, Twining Lab, Kleinfelder, Group Delta, RMA Group, and Willdan. The previous contract was valued at $36 million aggregate for five years (including a two-year extension) across all six consultants. Fees are fixed for a three-year period with no escalation allowed, though consultants must incorporate prevailing wage requirements from the Department of Industrial Relations. The City will select an undetermined number of consultants based on qualifications. Cost proposals must be submitted as separate file(s) and should include itemized lab fees for each testing type. The Prevailing Labor Agreement (PLA) applies to certain field activities across all four service scopes. Local preference credit applies to principal place of business, not individual employee residency.
