Addendum No. 2 Summary – RFQ No. PW-23-269
This is Addendum No. 2 to a Request for Qualifications issued by the City of Long Beach, Department of Financial Management, for as-needed construction materials testing, hazardous materials testing, and special inspection services. The RFQ covers three primary scope categories: materials testing and inspection, hazardous materials testing, and special inspection services, with the addendum addressing clarifications regarding submission requirements and service delivery structure. Proposers must acknowledge receipt of this addendum by signing and submitting it with their proposal, with failure to do so resulting in potential disqualification. The addendum emphasizes that all official communication must occur through the designated City contact process, and any proposer relying on oral communications outside this process does so at their own risk.
Key clarifications include that attachments F through I are not required with the initial Statement of Qualifications but must be submitted upon contract award; Attachment D requires proof of Department of Industrial Relations registration; pavement and geotechnical design consulting services should be submitted under the Materials Testing and Inspection Category; prime consultants may submit proposals covering any or all categories and must provide proposals and rates for all required materials testing services, including those performed by subcontractors; organization charts may use 11x17 page format; and proposers may submit three relevant project examples per scope category for combined submissions. The City clarified that laboratory testing performed by entities not owned or operated by the prime consultant qualifies as subcontracting across all service categories, and that Project Labor Agreement coverage applies only to scope of work defined under the Department of Industrial Relations Scope of Work Provision.

NOTICE TO PROPOSERS
ADDENDUM NO. 2
RFQ No. PW-23-269
As-Needed Construction Materials Testing, Hazardous Materials Testing, and Special Inspection Services
This addendum changes and supersedes the language in the original RFQ. Please acknowledge receipt of this addendum by signing and submitting with your proposal. Any proposer who fails to submit this addendum may be disqualified.
The City would like to remind Proposers that pursuant to Section 5.2.26 of the RFQ, the City will not be responsible for or bound by any oral communication or any other information or contact that occurs outside the official communication process specified herein, unless confirmed in writing by the City Contact.
The questions and answers are as follows:
1. Q: If we intend to submit documentation for Attachments F-I would you prefer to have them included with the single upload for Attachments A-D?
A: Attachments F to I are not required to be submitted with the SOQ. We will require these documents to be submitted by the successful Consultants upon award of the contract.
2. Q: Is there a form for Attachment D found in the RFQ? Can you please tell me where I can find it?
A: There isn’t an attachment D form. This is an attachment we require from the proposing Consultants. Please provide proof of registration with the Department of Industrial Relations as attachment D.
3. Q: Does this RFQ cover pavement and geotechnical design consulting services? If so, which category should we select for our submission?
A: Yes, please submit your proposal for this scope item under the Materials Testing and Inspection Category.
4. Q: We are a geotechnical consulting firm with an in-house laboratory for soil testing but typically utilize external laboratories for other materials testing. If we choose to submit under material testing services, can we submit the RFQ as the prime consultant and include a materials testing laboratory as a subcontractor?
A: A Geotechnical consulting firm can submit an SOQ as a prime Consultant to cover any or all categories. The prime must submit proposals/rates for all materials testing services required.
5. Q: Are we permitted to include an 11x17 page for the Organization Chart?
A: Yes.
6. Q: Since we are submitting a combined SOQ for all 3 scope categories, are we permitted to include 3 relevant project examples per scope item, for a total of up to 9?
A: Yes. Please provide three relevant project examples per category.
7. Q: The environmental scopes of service described in 2.1.3 and 2.1.4 have not been excluded from coverage in the Project Labor Agreement in Exhibit B. How will the City or selected consultants exclude from the PLA specialized/technical environmental fieldwork that may inadvertently fall under the broad Building/Construction Inspector and Field Soils and Material Testers California Wage Determination? For the City’s consideration, we have seen language in PLAs such as: “Exclusions include:
Specialized or technical work requiring specialized training, unique skills, or a level of specific technical skills which employees represented by the Union do not possess.”
A: As described in the City’s PLA, only the scope of services published under the DIR ‘Scope of Work Provision’ is covered in the PLA. See attached Exhibit D - DIR Scope of Work Provision for reference.
8. Q: Can you clarify on the answer to Question #2 from the ADDENDUM NO. 1- if we are submitting for only 2.1.4 and will use a lab for sample analysis per the Appendix 2 rate charge (i.e. 293 Asbestos Laboratory Analysis & 294 Lead Dust Wipe by AAS), would the lab still be considered a subcontractor or is that only for 2.1.1 & 2.1.2?
A: In general, laboratory testing can be a subcontractor to the prime Contractor/Consultant if the laboratory is not owned or operated by the prime Consultant. This applies to all categories. Please consult with your subject matter expert regarding your enterprise’s specific legal structure.
