About this file

This document is a Local Preference Program attachment from the City of Long Beach that outlines the City's preference criteria for local businesses participating in solicitations. The program provides five extra credit percentage points to all businesses maintaining their principal place of business within Long Beach city limits with a current business license and seller's permit, if applicable. An additional five percentage points are awarded to local businesses operating from a brick and mortar or non-residential commercial location. Bidders must certify their eligibility by selecting yes or no on the form, with no blank submissions permitted. Those claiming local preference must attach copies of their current City of Long Beach business license showing a place of business within city limits and a current seller's permit (sales tax permit) if applicable, along with the business address associated with the license.

The preference structure establishes a maximum of ten extra credit percentage points available to qualifying businesses: five points for meeting the local business definition and an additional five points for operating from a commercial or non-residential location rather than a residential address. Bidders must complete the certification section by providing their business license number, seller's permit number, and associated business address, then designate whether the location is brick and mortar/commercial/non-residential or residential. The form requires signature, name, and date from the certifying party. Failure to properly complete and substantiate the local preference claim results in the bidder being ineligible for the additional credit points.
