About this file

This document is a Special Provisions specification for water and sewer main work on the Olive Road Water Main Relocation project developed by the Emerald Coast Utilities Authority (ECUA) for Escambia County, Florida. The specifications detail technical requirements and modifications to the ECUA Engineering Manual (dated September 1, 2016) for construction activities including water main installation, abandonment, and removal; sewer collection systems; and force main systems. Key work items include trench excavation and backfill (incidental to piping unit prices), water main abandonment or removal with flowable fill, insertion valve installation (to be performed by ECUA with contractor providing materials and excavation/backfill), existing fire hydrant removal and salvage, water meter resets, manhole frame and cover resets, concrete pier saddle sets, conflict boxes, concrete encasement, and force main abandonment or removal. All fittings are categorized as either incidental to pipe installation costs or payable on a unit basis, with angled fittings, sleeves, restraints, and supports incidental to linear foot pipe pricing. A General Allowance Bid Item provides compensation on a negotiated lump sum or time and material basis for unforeseen work not detailed in specifications, subject to ECUA approval.

The specifications establish measurement and payment methodology for all work items on a linear foot or unit (each) basis as applicable. Material approvals are restricted to specific manufacturers, including Romac for hydrants and Reliner Model No. 24/12R60 by Duran, Inc. for manhole drop bowls. Concrete work must comply with FDOT Specification Sections 400, 415, and 425, and ECUA Specification Section 3200. Flowable fill for abandoned piping must meet FDOT Specification Section 121 (latest edition) with an excavatable mix design. The contractor is responsible for coordination with ECUA on insertion valve installations, fire hydrant delivery, water meter resets to proposed grades, and manhole resets to match roadway finish grade elevations. Work includes removal of existing piping in direct conflict with new infrastructure, including conflicts with storm drainage pipes and structures.
