About this file
This Addendum 4 document provides Intelligent Transportation System (ITS) plans for the CDBG-DR Olive Road Street Improvement Project - Phase I Construction (HS005), a federal HUD-funded street and infrastructure reconstruction project administered by the Escambia County Board of County Commissioners in Pensacola, Florida. The project encompasses approximately 1.14 miles of Olive Road improvements from Carpenter Creek to N. Davis Highway, including traffic signal upgrades at three intersections with video detection systems and NEMA Type 2 controllers, intersection lighting, and fiber optic cabling infrastructure (approximately 8,030 linear feet of conduit via directional bore and 8,710 linear feet of underground fiber optic cable). The sealed bid was due July 13, 2026 at 10:00 a.m., with a pre-bid meeting held on June 16, 2026 at 2:00 p.m. via Microsoft Teams. The contract duration is 365 calendar days with 335 days for substantial completion and 30 days for final completion, with no weather allowance. Questions were due June 30, 2026 at 12:00 p.m. directed to Kent Jensen via OpenGov Software.
The project is subject to Davis-Bacon prevailing wage requirements and Section 3 employment and contracting goals mandating minimum 25% of total project hours by Section 3 workers and 5% by Targeted Section 3 workers. Liquidated damages are assessed at $5,021 per calendar day. The successful bidder must furnish Performance and Payment bonds at 100% of contract value, maintain minimum insurance of $1 million general liability and $1 million business auto liability, and hold FDOT prequalification for Flexible Paving and Drainage Work Classes. Traffic signal contractors must maintain IMSA Level II certification. The project is governed by Escambia County Technical Specifications, FDOT FY 2026-27 Standard Specifications, and project-specific plans prepared by Moffatt & Nichol and Volkert Engineering. Escambia County encourages participation from small businesses, minority- and women-owned businesses, and disadvantaged business enterprises.
