About this file
This document is a NEPA Environmental Checklist for a construction project to repair water main valves and lines in the southeast zone of Naval Submarine Base New London in Groton, CT. The project will replace 38 water valves and associated piping at 17 locations. The checklist identifies environmental considerations and requirements, including NEPA compliance, wetlands impacts, coastal zone management, cultural resources, and stormwater and wastewater management. The project is categorically excluded from further NEPA analysis, but must comply with various environmental requirements detailed in the document, such as obtaining permits, following soil management procedures, implementing erosion and sediment controls, and properly managing any regulated wastes generated. This project is part of a larger Multiple Award Construction Contract (MACC) solicitation, and is limited to the 7 contractors under that MACC.

NEW FORM EFFECTIVE 07/10/2020. This NEPA Environmental Checklist (EC) is used to determine the environmental requirements associated with a proposed project. Complete the first 2 pages of the form, attach a site map and a SOW or 1391, and then submit to the PWD Environmental Division (EV). A complete EC with required attachments should be submitted a minimum of 15 days prior to project’s scheduled start date. If the project scope is modified or if project work has not been initiated within 1 year of the signature date, please contact EV for review/approval prior to initiating project activities.

PLANNING QUESTIONS
10a Total Project Area (sq. ft.) - (Include clear zones, soil disruption/disturbance area, lay down areas, etc) 39 sites totaling 15,600sf
10b Percentage of Project Area - that is currently Impervious (asphalt, bldgs, etc.) 75%
10c Percentage of Project Area - that will be Impervious once project completed 75%
10d Percentage of Project Area - that will be disturbed (excavated, graded, etc) 100%
11 How will Stormwater be managed in the long-term (post-construction)? N/A
12 How will Sanitary Sewage (wastewater) be managed in the long-term? N/A
13 Will there be actions conducted in the water (dredging, new pilings, removal etc.)? If so indicate state what action(s). No
14 Will there be actions conducted in an area under an Agriculture outlease? No
DESIGN RELATED QUESTIONS YES NO UNSURE
15 Will trees be removed?
16 Will emission-generating equipment (e.g. bull dozer, back hoe, etc.) be utilized during construction? Excavator
17 Will the project remove, install or utilize a petroleum storage tank, that is >=55-gallons?
18 Will the project remove or install an Oil Water Separator?
19 Will the project relocate excavated material at the Installation? If yes where is it going? To be determined
Will the construction / repair actions generate by-products (power washing water, haz. waste, state regulated waste such as asbestos, PCB items, transformers, capacitors, switches, light ballasts, lead paint chips, florescent bulbs, waste oil, solvents, etc)? If so indicate what type of waste(s) will be generated.
Will the construction / repair actions require de-watering from excavations, trenches or manholes? If yes, circle where de-watering will occur? Construction will occur throughout the year and excavation may fill up with water where the contractor will have to remove the water to continue the water valve repair. There is one location that is very deep and will most likely be under the groundwater level. Contractor will be responsible to get all permits to remove the water and dispose of it properly. Dewatering location TBD.
DESIGN RELATED QUESTIONS YES NO UNSURE
22 Will there be new hard pipe connections or modifications to existing hard pipe connections using water from Groton Utilities, the Thames, or wells?
Will new hard pipe connections or modifications to existing hard pipe connections discharge wastewater to the sanitary sewer, storm sewer or the Thames River? If so circle discharge type.
24 Will there be UST or AST installation, modification, or removal? If so indicate which type of tank and which action.
25 Will there be installation, repair, modification or removal of any system containing refrigerants
(e. g. freon, halon)?
Will there be modifications, destruction, or disturbance of the shoreline, streams, groundwater tables, surface water bodies, or wetlands? If so, explain. There is one location that is very deep and will most likely be under the groundwater level.
Will there be any excavation and/or dewatering with the potential to impact the designated CT Coastal Zone (i.e., 1,000 feet inland from the MHW line)? If so, what type of activity will occur that can potentially impact the coastal zone area?
28 New proposed use and/or application of pesticides, rodenticides and herbicides? If so, indicate which type.
29 Will the project require pile driving?
OPERATIONAL RELATED QUESTIONS YES NO UNSURE
30 Will emission-generating equipment be installed (ex. paint booth, emergency generators)? If so, what type of equipment will be installed?
31 Will there be any new processes or maintenance activities conducted? If so, describe what they are.
