About this file
This addendum document pertains to the City of Sebastian, Florida's sheet piling repair project for two water control structures: the Concha Water Control Structure and the Stonecrop Control Structure. The addendum modifies the original invitation to bid (ITB 26-05) and provides a concept plan for the Stonecrop Weir component of the project. The project requires licensed Florida General Contractors or State Certified Specialty Contractors with marine qualifications and a minimum of three years of experience in drainage improvement or site civil work to furnish all labor, materials, supervision, equipment, tools, and expertise necessary for the repairs. The pre-bid meeting was conducted on November 19, 2025, with written questions due by November 25, 2025. Bids were due on December 11, 2025, at 2:00 PM via electronic submission through VendorLink, with bid opening scheduled for 2:05 PM the same day. The tentative award date is January 2026, with contract work to commence no later than February 2, 2026, and substantial completion required within 30 calendar days.
Bidders must submit a bid bond equal to five percent of the total bid price and provide a performance and payment bond of 100 percent of the contract price within 15 days of award. Three bids were received: Diaz Construction, Inc. at $447,818, Razorback LLC at $1,293,000, and Titan Construction Management LLC at $687,500, with the total project budget anticipated to range between $500,000 and $1.5 million, including a 10 percent contingency line item for each location. The City of Sebastian offers local vendor preference for businesses with valid tax receipts and physical locations within Sebastian or Indian River County. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Business Automobile ($1,000,000 combined single limit), Workers' Compensation, and Pollution Liability ($1,000,000 per occurrence/$2,000,000 aggregate). Liquidated damages of $500 per day apply for failure to meet completion deadlines, and contractors must provide a one-year warranty on all goods and labor.
