About this file
This is Addendum No. 1 to an Invitation to Bid (ITB 26-05-ITB) issued by the City of Sebastian, Florida for sheet piling repair services at two water control structures: Concha and Stonecrop. The addendum, posted December 2, 2025, clarifies project requirements and modifies the original bid documents. The scope includes dewatering both structures, cleaning and painting all exposed sheet piling from the underside of the concrete weir cap to the mudline or existing sediment level on both upstream and downstream sides, and completing repairs at two specific locations per structure: a 4" x 6" x 3/8" repair plate at the weir cap and field-determined repairs at lower interlock sections. The project requires the contractor to estimate and budget for additional repair areas where section loss exceeds 20% after blast cleaning. A 10% contingency line item has been added for each location to account for unforeseen repairs. The addendum establishes separate lump-sum bid items for Concha and Stonecrop work, each with its own 10% contingency amount, allowing bidders to price each location independently based on the revised bid price form included in the addendum.
Contractor licensing requirements have been revised to accept either a Florida General Contractor license or a State Certified Specialty Contractor license with marine specialty qualifications. All pricing must be all-inclusive, incorporating mobilization and demobilization, labor, materials, equipment, operator costs, supervision, maintenance, fuel, repairs, overhead, and profit. Bidders are required to complete and submit the revised bid price form with their proposal package, with bid prices remaining valid for ninety days after the ITB due date. The City will waive fees for required Right of Way and Dewatering permits; however, contractors may need to obtain SJRWMD permits if dewatering thresholds are met and should conduct pre-application meetings to verify if work qualifies as exempt under the original weir permit. The contractor bears full responsibility for providing all safety and security measures, including life vests and emergency rescue equipment as necessary.

ADDENDUM NO. 1
POSTING DATE: December 2, 2025
26-05-ITB
Concha and Stonecrop Sheet Piling Repair
The original Invitation to Bid shall remain in full force and effect, except as modified herein, which shall take precedence over any contrary provisions in the prior documents.
SECTION I: CLARIFICATIONS
• N/A
SECTION II: QUESTIONS
• Question 1: Can A State Certified Marine Contractor bid on this project?
Answer: Yes, Please refer to Section III of this addendum.
• Question 2: Can a mobilization bid item be added?
Answer: No.
• Question 3: Can a bid item for each location of work be added?
Answer: Yes, please see the revised bid price sheet included in this addendum. Please note a 10% contingency amount is included for each location.
• Question 4: What is the depth of water at each location
Answer: a) Concha – See attached construction drawings.
b) Stonecrop – See attached concept plan drawings.
• Question 5: What are all required permits necessary to perform the work?
Answer: a) City of Sebastian Right of Way Permit – the City will waive the fee.
b) City of Sebastian Dewatering Permit – the City will waive the fee.
c) If your dewatering plan meets the threshold for dewatering, you will need a SJRWMD permit.
d) NPDES Requirement: It is recommended to have a pre-application meeting with the SJRWMD to verify if the repairs are exempt and fall under the original permit for the weir.
• Question 6: Is there a calculated flow of water at each location? Is the water continuously flowing and at what rate?
Answer: The water is not continuously flowing at each location. During the dry season the water is held back by the sheet piling until it stages after rain events to overtop the weir. This occurs both at the Concha and Stonecrop location.
• Question 7: Will brush be removed as needed at the multiple locations?
Answer: Brush will be removed at the Stonecrop location by the City. No brush removal is planned at the Concha location by the City.
• Question 8: For the sheet pile cleaning and application please confirm it is only the repair locations identified in the bid documents and not all sheet piles exposed to the elements.
Answer: Cleaning is to occur for all of the sheet piling that is exposed after the dewatering process. Please refer to the specifications section 4.4 on page 9. It states “the sheet pile coating system shall extend from the underside of the existing concrete weir cap to the ground of mudline of both sides (upstream and downstream) of the sheet piling for the entire length of the water control structure.” For the Concha structure we are considering to the mudline on the Northern side and to the lowest elevation of rip-rap on the South side. This considers that the entire sheet piling system is to be scraped and painted with additional repairs at two locations; one at the weir cap and one at an interlock location.
• Question 9: Will the contractor need to move or excavate any soil or sediment to perform repairs?
Answer: No excavation is required. The cleaning and painting should be completed up to the existing mudline or level of sediment.
• Question 10: Please confirm the scope of work requires the contractor to completely dewater the existing dam area to perform the required scope of work.
Answer: Yes, the work requires that both the Concha and Stonecrop areas are dry prior to scraping and painting. The area can be dewatered using bladder dams positioned both upstream and downstream of each structure with bypass pumps on the shore edge.
• Question 11: Section 4.4 of the specifications calls out to repair all active leaks. Should the contractor assume to repair every interlock for the full height? If not, what portion of the dam should the contractor assume requires repairs?
Answer: Two specific repair locations are called out in the specifications. One at the weir cap (specifications section 4.2), and one at a lower interlock section closer to the water line (specifications section 4.3). At the weir cap the repair plate should be 4” x 6” x 3/8”. The repair plate size at the lower interlock will be determined in the field so the repair extends at least 3” above and below the corroded section with a 7” wide and 3/8” thick plate.
Per item 4.4-3 on page 9, all areas that have 20% or more section loss after blast cleaning are to be repaired with the same detail. It is the contractor’s responsibility to estimate additionally expected repair areas per their previous experience in the field completing similar work.
Please note that a 10% contingency line item has been included for the Concha location as well as the Stonecrop location. If after scraping and cleaning, the contractor believes repairs are significantly greater than the detailed scope, they are to notify the City. Any repair requiring to dip into the contingency fund would require City approval prior to completion.
• Question 12: 9. Will the contractor be required to follow all safety precautions during the construction, including life vests and having a skiff ready for emergency rescue if necessary?
Answer: The contractor is required to provide all safety and security measures for their team.
SECTION III: REVISIONS TO THE SCOPE OF WORK
• Page 7, Section 2.3.3, shall be amended to read:
