Question/Comment and Government Response
1 Part I (Contract)
G.10 34 Does the withheld 15% of fixed fee need to be captured as a cumulative total on each invoice to the government?
Government Response:
Yes.
2 L.5.II.2 79 On Pages 79 and 81 Volume II is stated to include three (3) Sections. However on page 97 it states: "The Offeror’s written technical proposal shall be comprised of the following four (4) sections:” Please clarify.
Government Response:
See Part I Item Number 16 of this amendment. Written technical proposal is comprised of three (3) sections.
3 L.5.II.2 79 On pages 79 and 81 the Transition Section is referred to as Section 2, but on page 98 it is referred to as Section 3. Please clarify.
Government Response:
See Part I Item Number 19 of this amendment. Transition is Section 2.
4 L.5.II.2 79 The Contract Past Performance Section is referred to as Section 3 of Volume II; on both Page 81 and Page 98 it is referred to as Section 4. Please clarify.
Government Response:
See Part I Item Number 20 of this amendment. Contract Past Performance is Section 3.
5 L.5.IV 80 This section states: “...Oral Presentation slides in Microsoft PowerPoint in 2013 (or compatible format) ONLY”. However in L.5.VI Oral Presentation starting on page 82 it states "The offeror may bring paper copies of slides the day of the oral presentation. Paper copies of slides are neither required nor will be accepted with the technical proposal." Please clarify if the requirement for Microsoft PowerPoint in 2013 is still a valid requirement and/or if the Oral Presentation slides must be submitted at the time of submission of the Technical Proposal.
Government Response:
See Part I Item Numbers 6, 7, and 8 of this amendment. Offerors shall not submit Oral Presentation slides with the Technical Proposal, but shall submit 6 copies of the slides and a virus-free CD on the day of the Oral Presentation.
6 L.5.V.b 81 Under Section 1 - Staffing it states: "...this section is limited to eight (8) double-sided pages, exclusive of resumes.” Is it required to print this section on double-sided pages?
Please clarify if sixteen (16) single-sided pages meets this requirement.
Government Response:
Please see L.5.V.a: “The proposal pages shall be consecutively numbered and printed double sided.”
7 L.7.I.A
91 In the table under Management Approach Subfactor A is listed as "Task Order Management and Administration Approach”. On page 102 in L.7.III.B Subfactor A is listed as “Task Order Management Approach” Please clarify which is correct.
Government Response:
See Part I Item Number 24 of this amendment. Subfactor A is Task Order Management and Administration Approach.
8 L.7.III.A
97 There is the following requirement that was copied from CLIN 0100.
"The Offeror shall provide the six (6) resumes identified below that demonstrate the qualifications of the Offeror's proposed staff for the two task areas (i.e. the Strategic Planning task area and the Management Development and Integration task area) identified in the SOW.”
We believe there are only four (4) resumes required for CLIN 0200, one lead Task Area Manager and three alternates. Is this correct?
Government Response:
See Part I Item Number 17 of this amendment. Five (5) resumes are required for CLIN 0200, one Program Manager, one Task Area Lead, three alternates, and the Program Manager.
9 L.7.III.A
97 There is the following requirement that was copied from CLIN 0100.
"The Offeror shall provide the six (6) resumes identified below that demonstrate the qualifications of the Offeror's proposed staff for the two task areas (i.e. the Strategic Planning task area and the Management Development and Integration task area) identified in the SOW."
There is only one task area in CLIN 0200.
Can this please be corrected?
Government Response:
See Part I Item Number 17 of this amendment.
10 L.7.III.A
97 Under Subfactor A it states: "The quantity of Key Personnel for each task must be proposed as follows:
1. Risk, Issue and Opportunity Management
– 4 resumes consisting of one lead Task Area Manager and three alternates"
However, under Section I.2.I on page 66 it states: The Key Personnel under this task order are:
Transition Manager (To be completed at the time of task order award)". While we realize this is referring to the initial task order, rather than the entire contract, does the Transition Manager's resume need to be submitted as part of the Technical Proposal?
Government Response: On page 98 in Section L.7III.A it states that as part of the Draft Transition Plan the Offeror shall “identify its proposed transition manager and provide his/her resume.”
11 L.7.III.A 97 Under Subfactor B - Staffing Plan it states:
"The Offeror must include a matrix that maps functions identified in the SOW to specific technical staff, including the person’s name, title, company affiliation, degree(s), professional license(s) or certification(s), years of relevant experience, and planned use for SOW functional areas." Is this requirement applicable just to the lead Task Area Manager and three alternates mentioned under Subfactor A on this same page or is the intention for any and all personnel anticipated to work on this contract to be named here? Do the names need to cover the full number of hours shown in the table on page 9 in section B.4.II?
Government Response: The intention is to provide a matrix for all proposed personnel. No, the names do not need to cover the full number of hours shown in the table on page 9.
12 L.7.III.A 97 Under Subfactor B - Staffing Plan it states:
"Additionally, the Offeror shall submit the resume for the proposed Contract Manager and the proposed Program Manager."
Under Subfactor A - Staffing Resumes on this same page, it states that only 4 resumes are to be submitted - one lead Task Area Manager and three alternates. Please clarify the total number of resumes to be submitted and whether the Contract
Manager and Program Manager are considered Key Personnel.
Government Response: See Part I Item Number 18 of this amendment.
Reference to Contract Manager has been deleted. The Program Manager is considered Key Personnel (see Part I item 3 of this amendment.)
13 L.7.III.B
102 The sentence at the very top of the page refers to "two task areas" and "both task areas are of equal importance." There is only one task area in CLIN 0200.
Government Response:
See Part I Item Number 23 of this amendment. This sentence has been deleted.
14 M.3.I.1
109 Under Subfactor A - Staffing Resumes, it refers to "…each of the two task areas."
There is only one task area in CLIN 0200.
Government Response:
See Part I Item Number 30 of this amendment. Reference to two task areas has been deleted.
15 M.3.I.1
109 Under Subfactor B - Staffing Plan it refers to a "Contract Program Manager." We are assuming this is the same as the Program Manager referred to in previous sections, including L.7.III.A on page 97. Is this correct?
Government Response:
See Part I Item Number 18 of this amendment, deleting reference to Contract Program Manager. Also see Part I Item Number 31 of this amendment, deleting reference to Contract Program Manager. The Program Manager will be evaluated under Subfactor A – Staffing Resumes, as key personnel.
16 Section L.7.III.A.1 Section 4 – Factor 5
99 The RFP states “In its proposal, the Offeror shall provide a list of the five most relevant contracts that it and/or its major proposed subcontractors are currently performing or have completed for the Federal Government within the past five (5) years with a value over $150,000.”
Question: Will multiple task orders each valued at >$150,000 under the same master contract be counted as separate contracts for the purposes of the Contract Past Performance section? Or must the past performance be on five totally separate master contracts?
Government Response: If the evaluations were completed by different Government evaluators, then yes, each task order evaluation will evaluated separately.
17 SF33 The due date for proposals is shown as May 10th. But in the executive summary it states by 2:00 PM ET and the SF33 states 1500 ET, but no date. Please clarify.
See Part I Item 1 of this amendment.
18 C.2.I.2 14 The activities described in the RFP are generally framed as providing support to Volpe Center in its function of supporting the FAA Program Management Organization. The above description of these activities, however, appears to be written more broadly, and might be read to encompass consideration of organizational change not just within the PMO, but beyond it – as for example, in the relationships of PMO to the Office of NextGen (ANG), or Mission Support (AJV), or Management Services (AJG), or other functional areas of the FAA whose activities intersect or integrate with those of the PMO.
Could Volpe Center please define or comment upon the proposed or contemplated scope of organizational change which the contractor might expect to help analyze and support?
It is specifically for and within the PMO, but also may be extended to how the PMO interacts with the other ATO organizations.
19 L.7.II.A, 1. 93 Should the LOE be based exclusively off of work identified in Attachment J.11? If not, is there another benchmark we should use to determine the referenced LOE?
Government Response: The LOE in Attachment J.11 is not being proposed separately. The LOE is being provided for evaluation purposes. Refer to the LOE chart in Section B.
20 It appears the contract is moving away from technical support to change management support. Is this correct?
Government Response:
Yes, change management is included in the scope of this contract.
21 Will you be selecting a vendor for each CLIN from the small business RFP and the free and open RFP?
Government Response: Yes for this RFP. The full and open solicitation is unrestricted.
22 What level of detail are you looking for in the transition plan?
Government Response: Refer to the details provided in Section L.7.II.A on page 93 for CLIN 0100 and L.7.III.A on page 98 for CLIN 0200.
23 Attachment J.8 Could the Government include links to/from the different schedules as appropriate? For example, Schedule 1 requires data from Schedule 2 and Schedule
3. Could a formula be inserted into these cells that would automatically retrieve the data from the other Schedules and insert it into the cells on Schedule 1? There are similar instances on other schedules where data could be automatically retrieved and inserted. This change would help increase the accuracy of the cost and business proposal schedules.
Government Response: The Government will not revise the schedules to include links to/from the different schedules.
24 Attachment J.8 The formula in ROW 34 of Schedule 3 appears to be incorrect. It reads the data from the Proposed Cost cell and not the Profit cell.
Government Response: See Part I Item Number 34 of this amendment, Schedule 3 has been updated.
25 Part I C.2.I.1 Which Enterprise Architecture (EA) framework is being used to develop, expand and maintain the current architecture(s)?
Government Response:
This could vary by organization/program and will be determined at the task order level.
Part I C.2.I.1 Which Enterprise Architecture software/tool(s) is the incumbent using to model/develop, expand and maintain the architecture(s)? (For example, System Architect, Mega, Troux, ARIS, ProVision, etc.)
None.
27 Part I C.2.I.1 Does the program have a centralized Enterprise Architecture repository?
28 Part I C.2.I.1 Does the program have an Enterprise Architecture governance/change control process in place?
Government Response:
A common/standardized approach to governance for the entire PMO could potentially be included as part of task orders under contract.
29 L.7.II.B
97 “The Offeror shall discuss its plan for satisfying the requirement for supervision of Contractor personnel working on-site at FAA Headquarters and Program manager and supervisory personnel availability as discussed in Section C, paragraph C3.2.”
There is no section C3.2 in the SOW. Will the government provide this information?
Government Response:
See Part I Item Number 2 of this amendment adding paragraph C.4 Supervision of Contractor Personnel Working On-Site. Also see Part I Item Number 15 revising this paragraph.
30 L.7.II.B
95 The RFP states that the presenters are the Program Manager and/or any of the Task Area Managers Only. Can other key personnel or corporate representatives participate in the Oral Presentation (i.e.
Transition Manager, Prime/Teammate CEO or CFO, Contract Manager)?
Government Response:
See Part I Item Number 13 of this amendment. Two non-presenters are allowed to attend, but cannot participate in any fashion
31 L.7.II.B
95 The RFP states that the presenters are the
Area Managers Only. Can other key personnel or corporate representatives attend the Oral Presentation (i.e. Transition Manager, Prime/Teammate CEO or CFO, Contract Manager)?
Government Response: See Part I Item Number 13 of this amendment. Two non-presenters are allowed to attend, but cannot participate in any fashion.
32 L.7.II.B
The RFP states that the presenters are the
Area Managers Only. Can the Task Area
Manager Alternates attend or present at the Orals?
Government Response: See Part I Item Number 13 of this amendment.
Alternates can only attend as non-presenters.
33 L.5.V PROPOSAL
FORMAT, b. Vol II, 81 The Offerors response to this section is limited to eight (8) double-sided pages, exclusive of resumes.
Please clarify if this means 8 total pages (4 sheets of paper) or 16 pages (8 sheets of paper)?
Government Response: 8 double sided pages means 8 pieces of paper that contain no more than 16 pages of information.
34 Global The projected initial level of effort by location is not specified. Will the government provide the projected initial level of effort by location?
Government Response: Most tasking is expected to take place at the FAA in Washington DC. The initial projected LOE is unknown at this time.
34 C.2.I.1 Task Area 1 - Strategic Planning and C.2.I.2 Task Area 2 - Management Development and Integration
13 To aid in compliance, is Volpe amenable to assigning a numbering scheme to Task 1 and Task 2? For example, Task 1, subullet 1 could be: 1.1, 1.2, 1.3, and so on. In Task 2, subullet 2 could be 2.1, 2.2, 2.3, 2.4a, 2.4b, and so on.
Government Response: No renumbering of the tasks and their subtasks will be accepted.
35 C.1.I SOW FOR THE
INITIAL TASK
ORDER FOR CLIN
0100 - Strategic Planning/Management Development and Integration
16 To prepare the Transition FFP, we have to rely on the information contained in J.11 to determine the magnitude of the staff to be transitioned. J.11 includes an Anticipated Transition Timeframe ADC. For Task Area 2 the transition period is 60 days, for Task 1 the transition period is 180 days.
Furthermore, the RFP states 90 days as the transition period. Can you clarify why these time frames do not match?
Government Response:
See Part I Item Number 35 of this amendment. Attachment J.11 has been updated to reflect a 90 day transition timeframe for programs under all task areas.
36 C.1.I/ Attachment J.11 Current Staffing Level Information for Transition Plan
17 Are the programs identified in this list for Task 1 and Task 2 intended to cover all programs that will require transition support in the first 90 days or are there other programs that will need to be transitioned within 90 days?
Government Response:
It is not anticipated that there will be other programs to be transitioned other than those listed.
37 L.4.VIII,
SUBCONTRACT
CONSENT
77 The CO’s written consent is required for a Contractor to enter into subcontracts in accordance with FAR clause 52.244-2, “Subcontracts,” and in accordance with Section H, Paragraph H.I.19. The Contractor shall notify the CO reasonably in advance of placing any subcontract or modification thereof, including the information identified in FAR clause 52.244-2 (e)(1). Each request for subcontract consent package, if required, must be submitted with the proposal.
The second and third sentences seem to be contradictory. Can you confirm that offerors do not have to notify the government of who we intend to include as subcontractors before submission of our proposal?
Government Response: See Part I Item Number 4 of this amendment. The second sentence has been removed.
38 L.5.III PROPOSAL
SUBMISSION
INSTRUCTIONS
79 A binder cover sheet shall be affixed to the outer cover of each volume, clearly identifying each volume by volume number, copy number, the solicitation number, CLIN number (see note below), date of submission, and the Offeror's name.
May the binder cover sheet be inserted (instead of affixed) into a clear plastic sheath on the front of the binder for each volume? We are concerned the cover sheet may fall off in transport if it is affixed to the outer cover. Please advise.
Government Response: This is acceptable.
39 L.5.IV COPIES
80 (Pg 80) The Cost and Business Proposal Schedules must be submitted in Microsoft Excel 2013 (or compatible format), any narratives (for all volumes) must be submitted in Microsoft Word 2013 (or compatible format), and Oral Presentation slides in Microsoft PowerPoint in 2013 (or compatible format) ONLY., and (Pg 81) The offeror may bring paper copies of slides the day of the oral presentation. Paper copies of slides are neither required nor will be accepted with the technical proposal.
Slides are visual aids only and not stand alone documents for evaluation.
a. Previous drafts of the ATEPS SBSA RFP required the submission of the oral presentation slides to be used as part of the proposal submission. Can you confirm that we do not have to include oral slides with our Technical volume submission?
b. Page 80 states that we should submit Oral Presentation Slides in Microsoft PowerPoint - is this in error, if we are not to submit oral slides with the Technical Proposal (pg. 81)?
Government Response:
a. See Part I Item Number 6 of this amendment. Oral Presentation slides should not be submitted with the Technical Proposal.
b. See Part I Item Numbers 6, 7, and 8 of this amendment. Offerors shall not submit Oral Presentation slides with the Technical Proposal, but shall submit 6 copies of the slides and a virus-free CD on the day of the Oral Presentation.
40 L.5.V PROPOSAL
FORMAT
Section 4- Contract Past Performance
81 Section 4 – Contract Past Performance. The total page limit for the list of five most relevant contracts, covering the Offeror and/or its Major subcontractors is ten (10) pages. Any double-sided pages submitted will count as two pages. This page limit includes information on the problems encountered on the contracts and corrective action(s) taken (if any). This page limit does not apply to the list of other less relevant contracts required, past performance evaluation reports, or any information submitted by the Offeror to demonstrate that it has made its best efforts to ensure that customers provide past performance reports to the Government.
Given the requirements of the solicitation (5 contract citations), would Volpe be open to increasing the page count for Contract Past Performance from 10 pages to 15 pages?
Government Response: See Part I Item Number 7 of this amendment. Contract Past Performance is increased to 15 pages.
41 L.5.V PROPOSAL
FORMAT
Section 4- Contract
81 This page limit does not apply to the "list of other less relevant contracts required"
Can you please clarify what is meant by 'list of other less relevant contracts required'?
Government Response: This refers to the requirement that offerors provide evidence to ensure that the most relevant contracts with the Federal Government were included in its proposal in accordance with Section L.7.II.A.
42 L.6.II.2
INFORMATION

acceptable to simply reference another paragraph? For example, if the write up for indirect rates is the same in both, is it acceptable in the master contract section to refer back to the task order write up for indirect rates (or vice versa)?
Government Response: Although the information may be the same, each proposal shall be considered a standalone document.
43 L.6.II.2
INFORMATION
OTHER THAN COST
AND PRICING DATA
C. Staffing
86 The signed Letters of Intent should be included in the Cost and Business Proposal.
Similar Letters of Intent, excluding salary information, are required as part of the Technical Proposal.
Are the Letters of Intent excluded from the page count in the Technical Proposal?
Government Response: Yes.
44 Section L.6.II.2.i Uncompensated Overtime.
88 Should the Checklist include the item Uncompensated Overtime and does this apply to subcontractors?
Government Response: Yes to both questions.
45 L.7.II.A, 1. Volume II - Written Technical Proposal, SUBFACTOR B -
Staffing Plan
92 The Offeror must include a matrix that maps functions identified in the SOW to specific technical staff, including the person's name, title, company affiliation, degree(s), professional license(s), certification(s), years of relevant experience, and planned use for SOW functional areas.
Does the matrix mapping personnel to functional areas in the SOW only intended to cover key personnel (i.e., the 6 staffing resumes proposed for STAFFING, SUBFACTOR A, or all personnel to be transitioned) or all anticipated technical staff (non key) that would be part of this effort)?
Government Response: All proposed technical staff expected to be utilized during contract performance.
46 L.7.II.A, SECTION 1,
SUBFACTOR A AND
B
92 Subfactor B requires the submission of resumes for the proposed Program Manager and Contract Manager. Subfactor A states the 6 resumed staff are considered Key and are listed in the clause TAR 1252.237-73 KEY PERSONNEL. The Additional Instructions states that most or not all of the personnel for which resumes were submitted may be considered to be Key Personnel.
"Offeror’s are cautioned that most or all of the personnel for which resumes are submitted in the sections above may be considered by the Government to be key personnel for this effort in the successful proposal".
a. Are the resumes to be included with the Staffing Plan (Contract Manager and Program Manager) limited to 2 pages?
b. Are those resumes excluded from the page count for Section 1 (16 pages)?
c. Will the Program Manager and Contract Manager be designated Key Personnel in the contract?
Government Response:
a. Resumes pages do not count towards the page limitations.
b. Yes
c. See Part I Item Number 3 of this amendment. Program Manager is considered Key Personnel.
47 L.7.II.A, 1. Volume II - Written Technical Proposal, Additional Instructions for Factor 2, (Section 1) -- Staffing
93 If the Offeror proposes to staff any of the positions for which resumes must be submitted with personnel that will not be an employee of a binding commitment between the Offeror and any non-employee personnel for his/her performance on this effort.
Does this indicate that any subcontractor staff bid as key will require a Letter of Commitment to the prime contractor and, if so, should this be included as an appendix to Volume II -- Written Technical Proposal?
Government Response: The RFP (page
93) requires evidence of a binding commitment (commitment letter signed by the employee) for any staff member that is not currently an employee of the Offeror or subcontractor. Commitment letters should be included in the staffing section of the technical proposal and do not count towards the page limitations specified in the RFP.
48 L.7.II.A, SECTION 3 -
FACTOR 4 -
TRANSITION
93 Identify its proposed Transition Manager and provide his/her resume.
a. Is the Resume for the Transition Manager limited to 2 pages?
b. Is this resume excluded from the page count for Section 3?
c. Will the Transition Manager be designated Key Personnel in the contract?
Government Response:
a. Yes the resume is limited to 2 pages.
b. Yes the resume is excluded from the page count for section 3.
c. The Transition Manager is Key Personnel for the initial task order only.
