Technical Exhibit 31 (TE‐31)

FSS Class Vessel Automation Upgrades and Ongoing Projects

ITEM DESCRIPTION

ALTAIR 88% BELLATRIX 86% POLLUX 63% ANTARES 63% REGULUS 60% DENEBOLA 55% ALGOL 51% CAPELLA 51%

1 ICI Combustion Control Upgrade ‐ (T‐ALT 89‐080 / 06‐145) ICI replaced the existing Bailey mini‐line series pneumatic controls with the Yokogawa YS‐170 dual loop controllers, I/P transduces, Yokogawa pressure and differential transmitters.

2 TMS Alarm and Monitoring System ‐ This proposed system will replace the following systems, Main Console alarms.

TMS Bearing Temperature Monitoring System ‐ Rewire the existing RTD's (3‐way vs. 2‐wire) to a new junction panel at each reduction gear on the outboard side. The panels will have a stand alone scanner system which displays the temperatures and when a temperature is in alarm the a signal is sent to the main console where a light and sonar alarm signal will sound. The panels will have the available space for PLC modules in the future to incorporate the bearing temperatures into the Alarm and Monitoring System.

ICI Engineers Alarm Panel (Port, Starboard and Center) ‐ The existing Hose McCann system is no longer parts supportable. This interim upgrade would replace these three (3) panels with a fully redundant PLC and two 12" touch screen panels to display and acknowledge the required alarms. The new system would need to be designed to talk to the Alarm and Monitoring System in the future.

Burner Management System ‐ (T‐ALT 94‐106) The existing system is a Flame Safe Guard System and does not meet the new ABS/USCG requirements. A new system which is fully redundant would need to be supplied and designed to the present ABS/USCG designs. This new system would be fully independent of the proposed A&M system, but all data can be included in the A&M HMI system.

Boiler Feedwater Control Valve Replacement ‐ The existing Bailey Feedwater valves are no longer available.

The old valve was a not an ANSI standard valve size. A new Fisher 6x4 feedwater valve with electronic positioners has been supplied with an spacer flange to replace the failed valves.

Leslie Pilot Control Station Upgrades ‐ The existing Leslie pilots (pressure, temperature, level) with be replaced with new pressure transmitters, temperature transmitters and level transmitters. These inputs would be sent to a P&ID loop controller which will be installed in a new panel mounted on the existing console. This upgrade allows true control over all of the auxiliary steam equipment from the main console.

This upgrade does away with the very maintenance intense Leslie pilots.

Superheater Temperature Flow Control valves (main and by‐pass) positioner upgrade ‐ Upgrade the existing pneumatic positioners to the new Fisher electronic positioner. The new positioners response time greatly improves the overall temperature control of the super heater steam outlet temperature to the HP turbine.

Fuel Oil Flow Control Valve positioner Upgrade ‐ Upgrade the existing pneumatic positioners to the new Fisher electronic positioner. The new positioners response time greatly improves the overall fuel oil flow control with in the combustion control system.

Variable Frequency Drive (VFD) for FD Fans ‐ This upgrade would reduce overall energy cost, improve the combustion control efficiency, and simplify boiler operations.

Yarway Drum Level Indicator and High/Low alarm replacement ‐ The existing Yarways need replacement and new Yarways are very expensive. The old system has been replaced with a TMS level indicator and a new drum level transmitter w/ 3‐way valve.

FD Fan actuator rebuild ‐ The Bailey actuator are in serious disrepair and are no longer controlling in a repeatable fashion. The existing cylinders and bearings need replacement.

Tank Level Indication Upgrade ‐ Existing pneumatic mercury gauges are in serious disrepair. TMS LEVELCOM electronic/pneumatic gauges are a direct replacement for FO systems.

FD Fan/Windbox/Furnace/Uptake Draft Guage replacement ‐ The existing Baily gauges to not work(failed movements and bellows) and require replacement.

Drum Level/DC heater/Hot Well/ADT Level Control indicators ‐ Existing Bailey indicators have failed pneumatic receivers and damaged movements. These units should be replaced with electronic 4‐20mA bar graphs with digital displays.

Atomizing steam valve trim replacement ‐ The existing atomizing steam valve trim is to large for the new TODD TCD atomizers. The Leslie 1/4" trim would allow better pressure control.

Fuel Oil Flow Totalizer ‐ Install two (2) 1/8 din digital meter to display instantaneous feul oil flow and totalized fuel oil flow for each boiler, the fuel oil flow signal is taken from the Yokogawa control signal.
