Solicitation No. DTMA91R140002 Questions and Answers
Amendment 019
Section Question Answer Attach J‐2 Amendment 16 included the J‐2 Cost Reimbursable items. Number 36 discusses Fixed Price Dock Trial Components. We have priced our offer under the assumption that the Dock Trial was a reimbursable item, as captured in our business plan. Please clarify.
Reference to “Fixed Price Dock Trial Components” is now removed in a revised Attachment J‐2 provided with this amendment; specific guidance on reimbursable crew costs found in C.2.4.2 Dock Trial applies.
L.9.2.1.1 Section L.9.2.1.1 states “Offerors are to ensure that no two J‐8 submissions include a common ship group; or, stated differently, ship groups included in one specific J‐8 submission must not appear on another J‐8 submission.” Our officer union CBA has a separate FOS fringe rate for 2 vessels in one ship group. Section L.9.2.1.4 says that offerors can only include the file named FOSCrewCosts on the “A” submission. Our officer union CBA has seven different groupings of vessels with different FOS fringe rates for each. How can we price for the various FOS fringe rates given that all FOS pricing for vessels must be submitted on just one (“A”) form, and the form does not allow for different rates on different vessels?
Recalling that the FOSCrewCosts tab on Attachment J‐8 is not protected, on the “A” submission, replicate (Copy‐Paste) the array portion A3:X163 for the four base years multiple times as needed directly beneath the provided array, one array for each unique set of FOS crew costs wages and fringe benefit amounts. Two things are then needed: (1) in the row beneath each BASE PERIOD – YEAR 1 thru 4 table title, summarize which ship groups are covered by that table, and
(2) revise the first term of the cell formula for each vessel in Columns Y‐BT that must be linked to one of the added arrays. For example, cell Y6 for CAPE DECISION uses the formula: =$X6*FOSCrewing!$B$9. If the Master’s FOS Crew Total Daily Cost for SG‐1 is in a new array, i.e., Cell X176, change the formula in Cell Y6 to: =$X176*FOSCrewing!$B$9 and copy it into all DCS cells in Column Y, Rows 7 ‐ 163. Each successive cell will link to the correct successive row in Column X so each formula is revised correctly, i.e., $X176, $X177, $X178, etc. This process will result in all offered vessels showing a total FOS crew cost for each base year in the original set of tables though crew costs are pulled from tables unique to specific ship groups.
